Scottish Power to Invest £1.5 Billion to Overhaul Whitelee Windfarm

Scottish Power is set to overhaul the Whitelee Windfarm, Britain’s largest onshore site, in a £1.5 billion project. The company plans to replace 215 aging turbines with 124 larger models over the next decade, aiming to double electricity capacity to 1 gigawatt by 2035 while keeping the site open to the public.

The transition at Whitelee, located on Eaglesham Moor near Glasgow, marks a significant shift in how the energy industry manages the end-of-life cycle for its earliest large-scale renewable assets. Originally commissioned in 2008 and opened in 2009 by then-First Minister Alex Salmond, the site was once the largest onshore wind farm in Europe. As these turbines reach the end of their roughly 20-to-25-year operational lifespan, the £1.5 billion ($2.01 billion) investment by Iberdrola-owned Scottish Power aims to modernize the infrastructure to meet current energy demands.

Project Scope and Output Targets

The “repowering” plan involves a phased removal of the existing 215 turbines, which will be replaced by 124 newer, more efficient units. Each of these new turbines is expected to be approximately 110m (361ft) taller than their predecessors.

Scottish Power executives have emphasized that this is a strategic move to maintain clean energy capacity. At this critical moment in the push for home-grown clean, green energy, it’s important we don’t go in reverse and lose the clean capacity that’s been hard-earned over the last two decades as it comes to the end of its operational life, said Charlie Jordan, chief executive of Scottish Power Renewables. The company anticipates the upgrade will be fully operational by 2035, with construction starting around 2030.

Logistics and Public Accessibility

Replacing infrastructure on a site covering 83 sq km (32 sq miles) presents complex engineering challenges. Despite these hurdles, the company intends to keep the site open to the public throughout the three-phase construction process.

Scottish Power CEO Keith Anderson highlighted the environmental work already completed at the site, noting that much of the area was previously commercial forestry. We’ve turned the environment back to actually more of its natural state, Anderson said. He added that the phased approach ensures the site continues to generate power while the new infrastructure is integrated. We will repower it in sections over that period of time, and that means we still get the best out of the existing site as we start building the new site, Anderson told Reuters.

Economic and Industry Implications

The upgrade is projected to generate approximately £330m for the Scottish economy. Beyond the direct financial impact, the project serves as a test case for the wider industry. Analysts at Regen suggest that more than half of Great Britain’s current wind farm capacity will reach the end of its operational life within the next decade, necessitating similar repowering projects across the country to maintain energy security.

While the project promises increased capacity, Scottish Power is also navigating broader economic challenges within the energy sector. During his discussion of the Whitelee project, Anderson addressed the issue of household energy debt, which industry group Energy UK predicts could reach significant levels by the end of the year. Anderson expressed support for the UK government’s move to remove VAT from domestic electricity bills, though he suggested further measures, such as securitizing debt over a 10-to-15-year period, may be required to ease the burden on consumers.

For the Whitelee site specifically, the company has committed to high sustainability standards for the transition, stating that 99% of the materials from the decommissioned turbines will be recycled. The planning application has been submitted to the Scottish government’s energy consents unit, with a full planning application expected by the end of next year.
