Pakistan is undertaking ambitious digital transformation projects aimed at improving citizen services and fostering economic growth, with a strong emphasis on inclusivity and leveraging artificial intelligence. These initiatives range from national digital infrastructure projects to localized efforts bringing connectivity and resources to rural communities.

Triangulated Approach to Inclusive Policy

A key principle guiding these efforts is a focus on the needs of the least advantaged citizens. This is achieved through a “triangulated” approach, incorporating insights from peer countries, relevant experts across sectors, and stakeholders at both provincial and federal levels. Crucially, qualitative data gathered directly from citizens is prioritized, with the creation of user personas and detailed journey mapping.

Transformative Projects Underway

The Digital Economy Enhancement Project (DEEP) is described as the most transformational digital project in Pakistan’s history, establishing a national stack for Data Exchange, Digital ID, and a Universal Payment Interface. Supported by the Digital Nation Pakistan Act, 2025 and the National AI policy, DEEP aims to provide affordable formal services to all citizens, increase government efficiency, and stimulate innovation.

Another key project is the deployment of E-Office within federal government ministries and departments, resulting in a paperless system with real-time analytics for improved efficiency and transparency. This has also generated significant cost savings and contributed to sustainability goals.

Focus on User Experience and Accessibility

A core lesson learned is that technology adoption hinges on solving clear, daily problems reliably, rather than simply being “tech” for its own sake. Emphasis is placed on citizen experience, ensuring accessibility even for those with low literacy or limited access to advanced devices. Experience design is prioritized to make interactions with government dignified, accessible, effective, and inclusive.

AI-Powered Citizen Engagement

Artificial intelligence is being utilized to enhance inclusivity and trustworthiness through the development of 24/7 multilingual chatbots, trained on clean government data. These chatbots will be accessible via various channels, including local languages, voice/IVR/video, and popular messaging apps like WhatsApp and SMS, with “assisted mode” options for government service counters.

Citizen Services Design Lab

A new Citizen Services Design Lab is being established as a dedicated government innovation hub. This lab will employ human-centered design, rapid prototyping, and co-creation to reimagine public services, prioritizing the needs of the hardest-to-reach 20 percent of the population.

Data-Driven Innovation

The importance of data is underscored, with a call for constant user research and impact measurement focused on lives changed and dreams realized. Unifying, cleaning, and generating data are seen as critical steps towards unlocking the potential of experience design and driving innovation.

The driving inspiration behind these efforts is a commitment to empowering all citizens, particularly those facing challenges, and providing them with the tools and opportunities to succeed.
