Two companies with ties to African National Congress (ANC) officials in Tshwane, South Africa, received R31.7 million for water trucking services during a R777 million emergency water supply project, despite not owning any water tankers.

Water Trucking Contracts Awarded to ANC-Linked Companies

Best Enough Trading & Projects 669, owned by Rhulani James Shelenge and his wife, Ntombifuthi Valeria Shelenge, was paid R30 million by the Tshwane metro in the 2025 financial year to truck water.

Shelenge, who is also a pastor, was elected treasurer of the ANC in the Tshwane region in December. He has a history of involvement in local branch politics, a typical characteristic of individuals holding senior positions within the ANC regional structure.
