Ukraine wants a prototype for its European-backed Freyja anti-ballistic missile defence system ready by the first half of next year. Officials announced the timeline as part of an international coalition launched in Paris to build a lower-cost, modular alternative to U.S.-made Patriot systems amid severe supply shortages and mounting Russian missile strikes.
Ukraine is pushing its European allies to accelerate the development of a homegrown anti-ballistic shield, targeting a functional prototype by the first half of next year. Davyd Aloian, deputy secretary of Ukraine’s National Security and Defence Council and overseer of the project, announced the ambitious schedule as an international steering committee prepares to estimate research and development costs.
The anti-ballistic coalition formally took shape during a summit in Paris, bringing together leaders from 10 European nations alongside Ukrainian President Volodymyr Zelenskyy and roughly a dozen defence manufacturers. The initiative seeks to counter Russia’s intensified ballistic strikes against Kyiv and Odesa, which have strained Ukraine’s limited defensive capabilities.
Freyja’s Design and the Modular Open Architecture
Named after the Norse goddess of war, love, and beauty, the Freyja system is engineered to function as a modular, lower-cost alternative to the U.S.-made Patriot battery—currently the only system in Ukraine’s arsenal capable of reliably downing high-speed ballistic missiles.
Ukrainian missile and drone manufacturer Fire Point, known for developing the Flamingo cruise missile, serves as the lead industrial partner on the project. The interceptor missile itself is adapted from Soviet-era designs used in S-300 and S-400 systems, modified internally to lower manufacturing expenses. According to analysis of the platform, each interceptor is expected to cost just $700,000, representing less than 25 percent of the $4 million price tag for an American PAC-3 interceptor.
To maintain flexibility, developers have structured Freyja on an open architecture utilizing the NATO Link 16 protocol. Aloian emphasized that participating nations can integrate their preferred national hardware into the network.
“The overall logic of this system is that it’s an open architecture. So if Denmark says ‘I want the Freyja system with a Danish-made Weibel radar,’ that’s fine. If Sweden says they want the Saab system, that’s no problem either.”

The Paris Coalition and Industrial Partnerships
The Integrated Anti-Ballistic Missile Coalition unites nine European countries—Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and Great Britain—alongside Ukraine.

Iryna Terekh, CEO and CTO of Fire Point, recounted the project’s origins in an interview following the Paris signing. What began over discussions on a napkin a year and a half ago has rapidly evolved into a multinational defense program backed by national security advisers and corporate executives.

Ukraine is prepared to contribute an initial launcher and interceptor missile to test the platform. While Zelenskyy has expressed hope that the system could become operational within a year, officials acknowledge significant technical and bureaucratic hurdles ahead.
Funding, Technical Hurdles, and Strategic Dependencies
While Kyiv aims to reduce its long-term strategic vulnerability, critics warn that relying on foreign technology providers for early warning radars and control platforms may institutionalize new forms of security dependence.

As the international steering committee prepares for its inaugural meeting, the coalition faces a tight window to deliver a functioning minimum viable product that can prove its operational worth under wartime conditions.
