The Union Public Service Commission (UPSC) has revised eligibility and attempt limits for candidates already appointed to civil services, clarifying restrictions for those in the Indian Administrative, Police, and Foreign Services. The changes, detailed in the CSE Prelims 2026 notification, outline specific rules regarding subsequent appearances in the civil services examinations.

UPSC CSE 2026: Revised Eligibility Rules

The revised rules clarify restrictions on candidates already appointed to the IPS and other Group A services, including the IAS and IFS, specifying when they may or may not appear in future civil services examinations. The commission issued the detailed recruitment notification for the UPSC Civil Services Examination (CSE) 2026 on Wednesday.

Eligible candidates can apply online through the official UPSC portal at upsc.gov.in, with the application deadline set for February 24. The examination will recruit candidates into the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), Indian Revenue Service (IRS), and other Group A and Group B services. A total of 933 vacancies will be filled through CSE 2026, a decrease from 979 last year and 1,105 the year prior.

Restrictions for IAS, IFS, and IPS Appointees

Candidates appointed to the IAS or IFS will not be eligible to appear in CSE 2026 if they are already members of those services. If an appointment to the IAS or IFS occurs after the CSE 2026 preliminary examination but before the mains, the candidate will be barred from taking the UPSC Main exam even if they qualified for the prelims. Similarly, an appointment after the mains examination begins but before results are declared will disqualify the candidate from consideration for any service based on CSE 2026.

The UPSC has introduced a clearer restriction for the Indian Police Service. Candidates selected or appointed to the IPS based on a previous examination will not be eligible to opt for or be allocated the IPS again based on the CSE 2026 results. This articulation is more defined than in previous notifications.

Rules for Re-appearing in CSE 2027

Candidates allocated to the IPS or any Central Service Group A through CSE 2026 who wish to appear in CSE 2027 must obtain a “one-time exemption from joining training” from the concerned authority. They can defer only the foundation course. Failure to join training or obtain an exemption will result in the cancellation of their service allocation under CSE 2026.

If recommended again in CSE 2027, candidates can choose between the service allocated in 2026 or 2027, with the other allocation cancelled. They will not be permitted to appear in CSE 2028 or any subsequent examination unless they resign from their allocated service. Seniority will be determined by the service ultimately joined.

One-Time Opportunity for Previously Allocated Candidates

The notification provides a one-time opportunity for candidates already allocated to any service based on CSE 2025 or earlier. These candidates can appear in either CSE 2026 or CSE 2027 to use their remaining attempt without resigning from their current service. However, appearing in CSE 2028 or beyond will require resignation from the allocated service.
