While no official reason for the dismissal was provided by the Pentagon, reports indicate the decision was linked to internal disputes, including tensions with Defense Secretary Pete Hegseth. Phelan also faced criticism for the pace of shipbuilding reforms and strained relationships with other key figures, including Deputy Secretary Steve Feinberg.
The Tenure of John Phelan
Appointed in 2024 as a political ally of President Donald Trump, Phelan served as the Navy’s top civilian official. His responsibilities included overseeing recruiting, mobilization, organization, and the construction and repair of ships and military equipment.
Phelan entered government as a businessman and investment executive, as well as a major Republican donor and fundraiser. He had no prior military or defense leadership experience before his appointment.
Additionally, Phelan was reportedly under an ethics investigation, which may have weakened his standing within the administration.
Military Restructuring and Political Reaction
Phelan’s removal is part of a broader pattern of restructuring and dismissals within the US military under the current administration. Notable removals include Army Chief of Staff General Randy A. George, who was fired in early April.
Other reported dismissals include the Army’s chief of chaplains and the head of the Army’s Transformation and Training Command, though the Pentagon has not officially confirmed those moves.
Democratic leaders have described the removals as “troubling.” Senator Jack Reed, the top Democrat on the Senate Armed Services Committee, expressed concern that the moves exemplify “instability and dysfunction” within the Department of Defense.
Impact on Regional Strategy
The firing occurs during a fragile ceasefire with Iran. The Navy remains central to enforcing a blockade of Iranian ports designed to restrict oil exports and apply economic pressure on Tehran.
This operation is critical as the US maintains a presence around the Strait of Hormuz, a waterway through which 20 percent of the world’s oil and gas passes during peacetime.
Tensions have escalated recently following the US military’s seizure of an Iranian container ship attempting to sail to the port of Bandar Abbas. Tehran characterized the seizure as “piracy” and has since captured two cargo ships and fired at another.
