Zelensky’s Spy Chief: New Presidential Office Head

Ukrainian President Volodymyr Zelensky has appointed Kyrylo Budanov, the head of military intelligence, as his new chief of staff, following the resignation of his previous top aide amid a corruption investigation. Zelensky also announced his intention to replace his defense minister, nominating Mykhaylo Fedorov, the current minister of digital transformation, for the position.

Zelensky Shifts Focus to Security

“At this time, Ukraine needs greater focus on security issues,” Zelensky said in a social media post, alongside a photo of his meeting with Budanov in Kyiv. Budanov, 39, previously led the Hur military intelligence agency, which has claimed responsibility for several strikes against Russia.

Zelensky stated the changes are also intended to bolster the development of Ukraine’s defense and security forces, as well as support diplomatic negotiations. He added that Budanov possesses the “specialist experience” and “sufficient strength” to achieve these goals and has instructed him to update key strategic defense documents.

Powerful Position, New Direction

The chief of presidential staff in Ukraine is a historically influential role, at times wielding power comparable to the president himself. The position traditionally provides close access to the head of state and opportunities to influence government decisions.

Budanov’s appointment suggests a move to prioritize security and the ongoing war with Russia. His predecessor, Andriy Yermak, had significant political influence throughout Russia’s full-scale invasion, including leading Ukraine’s negotiating team in talks with the US.

Changes to Defense Ministry and Intelligence Leadership

Zelensky announced that Fedorov, 34, will serve as the new defense minister, citing a decision to restructure the ministry. Fedorov is the youngest minister in the Ukrainian government and is known for developing Diya, a centralized digital platform for government services.

Zelensky said Fedorov will be tasked with expanding drone operator training, highlighting his deep involvement with drone technology. The current defense minister, Denys Shmyhal, will remain “part of the team” in a different role.

Oleh Ivashchenko, 56, has been nominated to replace Budanov as the head of foreign intelligence.

Corruption Scandal and Yermak’s Departure

Yermak resigned on November 28, a move seen as a blow to Zelensky. His departure followed a raid on his Kyiv home by anti-corruption agencies.

While Yermak has not been accused of wrongdoing, the search occurred amid an investigation into an alleged $100 million embezzlement scandal in the energy sector, involving kickbacks and influence over state-owned companies, including Enerhoatom.

The corruption scandal has weakened Zelensky’s position and potentially jeopardized Ukraine’s negotiating stance, as Kyiv seeks to revise a US-led peace plan. Russian officials have used the scandal to amplify corruption claims.
