China Shifts Battery Strategy to Favor Sodium-Ion and Solid-State Technology

China is executing a strategic pivot in its battery industry, moving to prioritize the development and domestic dominance of sodium-ion and solid-state battery technologies. This shift mirrors the country’s previous industrial strategy for electric vehicles, renewable energy, and artificial intelligence, where specific technologies are identified as priorities and supported through targeted fiscal measures to achieve global market leadership.

New Fiscal Framework for Battery Production

According to a joint announcement from the Chinese Ministry of Finance, the General Administration of Customs, and the State Taxation Administration, the regulatory landscape for battery production is undergoing a significant transition. Starting September 1, 2026, China will impose a 2 percent consumption tax on lithium-ion batteries, which will increase to 4 percent one year later. This marks the end of a decade-long tax exemption that previously supported the rapid expansion of Chinese lithium-ion manufacturers. The government’s decision signals that it now considers lithium-ion technology to be sufficiently mature and ready to be treated as a mass-produced commodity. Conversely, sodium-ion and solid-state batteries will remain exempt from this consumption tax until the end of 2028. Previously, these technologies were subject to a 4 percent consumption tax as they were not included on the original exemption list. This policy change serves to lower the manufacturing and acquisition costs of these next-generation technologies, effectively positioning them as more economically viable than the now-taxed lithium-ion alternatives.

The Rise of Sodium-Ion Technology

Sodium-ion batteries are increasingly viewed as a key solution for urban mobility and cost-sensitive applications. Because sodium is abundant—derived from sources such as common salt—it offers a significant advantage in supply chain independence compared to lithium. Production of these batteries is estimated to be 30 to 40 percent cheaper than lithium-ion equivalents, partly due to the ability to use aluminum instead of copper. Current research indicates that sodium-ion technology is reaching parity with lithium-iron-phosphate (LFP) cells in terms of cost and energy density. While their energy density—currently between 140 and 160 Wh/kg—remains lower than the 260 Wh/kg achieved by top-tier lithium-ion cells, their superior safety profile and stability across wider temperature ranges make them an attractive, scalable alternative.

Solid-State Developments and Market Entry

Solid-state batteries, which utilize a solid electrolyte instead of a flammable liquid, are widely considered the next major leap in battery technology. These cells offer the potential for faster charging, higher energy density, and reduced fire risk. Major Chinese manufacturers, including CATL and BYD, are currently preparing pilot production lines for solid-state technology.
