At least 10 people were killed and over 100 injured on July 24, following a Russian ballistic missile strike on a drone technology exhibition near Kyiv. The attack, which hit a facility in the Kyiv region, has prompted criminal investigations into potential negligence regarding the event’s security and public disclosure.
Details of the Missile Strike on the Kyiv Exhibition
The attack occurred during a daytime session on July 24, as Russian forces launched ballistic missiles targeting a location where members of the Ukrainian defense industry were gathered. Air-raid sirens rang out around 11:20 a.m., with the Ukrainian Air Force reporting Russian missiles heading to the capital, followed by reports of explosions from Kyiv Mayor Vitalii Klitschko. While initial accounts varied regarding the specific site—with Presidential advisor Serhii “Flash” Beskrestnov telling the Kyiv Independent the event took place at a training ground near the Zhytomyr Highway, and Air Force spokesperson Yuriy Ihnat later stating the strike occurred at a private sports complex—the impact was severe. Ukrainian air force spokesman Yuri Ihnat told Ukrainian TV the attack involved three ballistic missiles, only one of which was intercepted.
The Russian Defense Ministry confirmed the strike, stating that its forces used high-precision long-range weaponry. According to the Russian account, the facility was being used to demonstrate drones for use in targeting civil sites in Russia. The ministry claimed that producers of drones, as well as representatives of Ukraine’s Unmanned Systems Command and members of special services directly planning and carrying out strikes on Russian territory,
were present at the facility.
Security Concerns and Official Investigations
The event has sparked significant public outrage over the decision to host a gathering of defense personnel during ongoing hostilities. Prosecutor General Ruslan Kravchenko confirmed that his office has launched two criminal investigations, specifically examining potential violations of the laws and customs of war, as well as possible negligence in the organization and holding of the event. This incident marks at least the third time since Russia’s 2022 full-scale invasion that an exhibition of this kind has been hit.
Questions regarding how the location was managed remain central to the inquiry. A spokesperson for the Ukrainian Council of Defense Industry told the Kyiv Independent that no details about the event or its location
were publicly available prior to the attack, noting that invitations were shared through closed industry channels. The council stated: We express our sincere condolences to the families and loved ones of the deceased and wish a speedy recovery to the injured.
Despite these claims, images of flyers advertising the event circulated online, and some attendees were reportedly able to obtain the location through registration links. One popular Telegram monitoring channel expressed frustration, posting: I don't even know how to comment on this… What else needs to happen for there to finally be some awareness of the possible consequences of such actions?
Broader Context and Escalating Hostilities
The strike on the exhibition is part of a wider pattern of intensified Russian missile attacks on Ukraine. President Volodymyr Zelensky condemned the incident, writing on X: These were brutal attacks on civilians, and the Russians must be held accountable for them. Russia has long abandoned any regard for international norms and for human values.
On July 19, Kyiv experienced one of the largest mass uses of ballistic missiles during the war, with 25 launched in a single night. Russia has also been utilizing various weapon systems, including Iskander ballistic missiles, cruise missiles, the hypersonic Zircon model, and repurposed S-400 air defense missiles.
The conflict has extended deep into Russian territory as well. On Friday, a Ukrainian strike killed six people and wounded 26 in the Russian city of Kirov, more than 1,000km (600 miles) behind the front line, and targeted warehouses belonging to the retailer Wildberries. Additionally, Sergei Sobyanin, the mayor of Moscow, reported that Kyiv launched 400 drones toward the region overnight on Monday, resulting in 10 injuries.
Within Ukraine, the human toll of the conflict has been widespread. Beyond the Kyiv strike, five people were killed by Russian glide bombs in Sloviansk, and military officials confirmed the deaths of two men in Sumy. With tensions rising, President Zelensky said on Friday evening he had received intelligence that Russia was preparing another massive missile strike, which could occur within the next 48 hours.
