Four Peruvian Parties Form Opposition Slate for Senate Board

Four distinct political organizations in Peru have forged a multi-party pact ahead of the legislative leadership elections. The alliance, which includes Juntos por el Perú, Ahora Nación, the Partido Cívico Obras, and the Partido del Buen Gobierno, formalized its bid by submitting a joint slate of candidates to the congressional clerk’s office.

The multi-party ticket positions Daniel Barragán of the Partido Cívico Obras as the presidential candidate for the Senate Board. He is joined by Jaime Quito from Juntos por el Perú for the first vice presidency, Jaime Delgado from Ahora Nación for the second vice presidency, and Nora Bonifaz from the Partido del Buen Gobierno for the third vice presidency.

The coalition brings together figures who have framed their parliamentary cooperation around institutional oversight and legislative independence. Flavio Figallo, serving as spokesperson for the Partido del Buen Gobierno, confirmed the existence of the pact, noting that any of his party’s seven senators could have potentially filled a slot within the leadership formula.

Figallo explained that the alliance responds directly to the need for a restored balance between state powers, aligning with analyses that caution against executive overreach across non-congressional state institutions.

From Juntos por el Perú, senator-elect Jaime Quito stressed that the alliance prioritizes broad consensus over the mere distribution of internal posts. Quito explicitly framed the legislative maneuver as a direct barrier against conservative dominance in the Senate.

The formation of the multi-party opposition slate has drawn sharp pushback from rival legislative factions. Alejandro Muñante, speaking as a representative for Renovación Popular, questioned the democratic credentials of the coalition members by pointing to past political affiliations and historical events.

Muñante also directed a specific appeal to elements within the competing alliance, urging members from the Partido del Buen Gobierno, the Partido Cívico Obras, and retired military personnel aligned with those groups to reconsider their political alignment. He cautioned them against associating with factions linked to the events of late 2022.
