Landwirtschaftsminister Norbert Totschnig (ÖVP) presented the draft bill for a new centralized „Wasserentnahmeregister (water abstraction register) during the second Trinkwasser-Gipfel. The draft legislation, which was initially announced at the beginning of June, was formally transmitted to the coalition partners. The proposed system aims to track high-volume water consumers across sectors such as industry and agriculture, marking what is described as the largest digitalization effort in water management to date by digitalizing and combining existing water records into a unified database.

Thresholds, Implementation Timeline, and Long-Term Security
Under the terms of the submitted draft, the mandatory reporting thresholds for water abstraction are set at 200,000 cubic meters annually or 1,400 cubic meters daily. When questioned regarding when the regulation will formally take effect, Minister Totschnig stated that „zeitliche Fristen schwer zu nennen (timeframes are difficult to name). This absence of a fixed implementation schedule drew criticism, with water suppliers warning that Austria is moving blindly toward a supply crisis.
The register itself forms a single building block within broader efforts to guarantee long-term security of supply amid the impacts of the climate crisis. Totschnig pointed to exceptional heat and dryness over preceding months, record low groundwater levels across numerous regions, and potential agricultural crop failures. Nevertheless, officials affirmed that the public drinking water supply remains secure. Strategic coordination relies on the Trinkwassersicherungsplan, which was established during the initial drinking water summit in 2023. Since that year, the BMLUK has supported over 3,000 drinking water projects, investing roughly 1.5 billion euros total into water supply infrastructure, with 233 million euros contributed directly by the BMLUK, helping create around 370 new wells and springs alongside more than 94,000 cubic meters of storage capacity.
Regional Challenges and Calls for Conservation
Regional leaders underscored localized challenges alongside the national framework. Tiroler Landeshauptmannstellvertreter Josef Geisler (ÖVP) noted that while Tyrol possesses roughly 10,000 mountain springs—fewer than half of which are currently utilized—certain areas like the Kalkalpen face supply difficulties requiring pumped water transport, while the Upper Tyrol region contends with irrigation demands as a future climate adaptation task. In Salzburg, Agrarlandesrat Maximilian Aigner (ÖVP) highlighted that the region still maintains over 2,200 sources and numerous self-sufficient municipalities, but announced plans to overhaul outdated data for the Flachgau region stemming from a 1995 study that no longer reflects population growth, business expansion, or the proliferation of private swimming pools.


Amid ongoing dry conditions, Minister Totschnig issued an appeal for public conservation, urging residents to use water consciously and sparingly in the coming weeks. While pointing out that local water suppliers have already intervened in recent weeks by temporarily restricting activities such as pool filling when supplies dipped, officials confirmed that cross-border water deliveries from western states to eastern Austria are not currently under consideration. Meanwhile, environmental NGOs expressed dissatisfaction with the pace of reform, with a representative criticizing the announcements as repetitive and arguing that an overdue regulatory draft fails by itself to protect groundwater or stop droughts.
