The arrival of the Ukrainian leader was broadcast live as he prepared to meet with Polish Prime Minister Donald Tusk, according to reporting from the region.

The Order of the White Eagle Dispute and the Volhynia Tragedy Precedent

This diplomatic summit marks the first time Zelensky has set foot in Poland since relations between Kyiv and Warsaw suffered a severe strain in late May. The tension ignited when the Ukrainian leader granted an honorary designation to a special operations center within the Special Operations Forces of the Armed Forces of Ukraine, naming it after the heroes of the Ukrainian Insurgent Army (UPA).

The move drew immediate pushback from Warsaw. Polish authorities view the UPA through the historical lens of the Volhynia tragedy of 1943–1945, an event officially recognized in Poland as a genocide against the Polish population.

The political friction escalated when Polish President Karol Nawrocki moved to strip Zelensky of Poland’s highest honor, the Order of the White Eagle. The decoration had originally been presented to Zelensky in the spring of 2023 in Warsaw by then-President Andrzej Duda. On June 19, Nawrocki officially stripped Zelensky of the award, maintaining that the decision was not aimed at the Ukrainian people or Poland’s ongoing support against Russia, but rather crossed a national red line.
