The operation, which killed at least 20 PMF members, followed more than 30 drone attacks on Saudi energy infrastructure and U.S. bases, sparking a diplomatic crisis between Baghdad and Riyadh.
The strikes spanned from Kirkuk in the north to Basra in the south, hitting multiple logistics and weapons sites. While U.S. Central Command (CENTCOM) described the operation as precision strikes
, the Iraqi government reacted with outrage, calling the action a flagrant violation of its national sovereignty.
The Saudi-U.S. Response to Drone Attacks
The joint military action was a direct retaliation for what the Saudi Ministry of Defence described as recent drone attacks
launched from Iraqi territory. According to CENTCOM and the Saudi Ministry, over 30 drone strikes targeted Saudi energy infrastructure and American military bases in the region within a 72-hour window.

Saudi air defenses reportedly intercepted and destroyed several drones attempting to hit petroleum facilities in Riyadh and the Eastern Province.
The human cost of the retaliation was significant. Additional reports indicate that at least four advisers from Iran’s Islamic Revolutionary Guard Corps (IRGC) were also killed.
Ali al-Zaidi and the Baghdad Diplomacy Gap
The strikes have left Iraqi Prime Minister Ali al-Zaidi in a precarious political position. Al-Zaidi, a political outsider and businessman, had been scheduled to make his first official visit to the Saudi capital on Thursday, July 30. However, he has cancelled the trip in protest of the strikes.
The Iraqi government further complained that the aggression hindered its own investigation into the alleged drone launches. A spokesperson for the commander-in-chief of Iraq’s armed forces told the Iraqi News Agency that no party has provided evidence proving attacks were launched from Iraqi soil.
The PMF Disarmament Deadline
The conflict highlights the ongoing struggle to integrate the Popular Mobilization Forces into state control. Formed in 2014 to fight Islamic State extremists, the PMF was designated as an independent military formation
in 2016. Despite this, many brigades maintain autonomous command structures.
However, the most powerful Iran-aligned factions have shown little willingness to comply.
Regional Escalation and the Iranian Missile Barrage
The air strikes in Iraq were not the only flashpoint this week. U.S. military officials reported that the United States intercepted an Iranian ballistic missile attack in Jordan. President Trump described the militias as a cancer on the world
and vowed a forceful response after reviewing footage of U.S. personnel calling out coordinates in real time during the interception.
This escalation comes as Iran-backed Houthi rebels in Yemen continue to pressure Saudi Arabia. The Houthis have claimed a partial blockade of the Bab al-Mandeb Strait, targeting Saudi vessels and forcing tankers like the NCC Ghazal to turn around. This adds to the economic pressure on Riyadh, which is already dealing with the Iranian-enforced blockade of the Strait of Hormuz.
| Entity | Claim/Action | Stated Justification |
|---|---|---|
| US/Saudi Arabia | Precision strikes in eastern Iraq | Response to 30+ drone attacks on energy sites/bases |
| Iraq Gov. | Emergency security meeting; trip cancelled | Violation of sovereignty and international law |
| Iran/PMF | Denial of drone attacks; vowed response | Claims of “fabrications” to justify Saudi failure |
