According to CBS News, Ratcliffe broadened the agenda beyond European security by pressing Moscow on Iran. He warned of additional economic penalties if the vital Strait of Hormuz remains closed to maritime commerce. The Trump administration has aggressively pursued secondary sanctions against Iran’s trading partners, aiming to choke Tehran’s revenue streams following six months of active hostilities involving the U.S., Israel, and Iran. Major trading partners for Iran include China, the United Arab Emirates, and Turkey, while Russia maintains long-standing military and commercial alliances with Tehran. Neither the CIA nor the Russian Embassy in London responded immediately to CNBC requests for comment.

President Donald Trump characterized the discussions between Ratcliffe and Russian intelligence counterparts as “semi-routine.” Trump noted that “something may come out of” the Moscow mission and stressed that Washington ultimately wants the Russia-Ukraine conflict to conclude.

Meanwhile, Kremlin spokesperson Dmitry Peskov confirmed that Ratcliffe did not secure an audience with Russian President Vladimir Putin during the trip. Peskov avoided answering whether the talks specifically touched upon Ukraine or Iran, stating, “I can only tell you that contacts took place through the intelligence services,” as reported by Russian state news agency Tass on Wednesday.

Escalating Drone Strikes in Ukraine and Hybrid Attacks Across Europe

The intelligence chief’s outreach arrives as both nations unleash an escalating barrage of drone and missile strikes far beyond traditional front lines. Ukrainian President Volodymyr Zelenskyy warned via social media platform X earlier this month that Vladimir Putin is actively preparing to widen the conflict, urging international allies to escalate sanctions on Moscow and rush vital air defense systems to Kyiv. Ukrainian forces face severe shortages of ballistic missile interceptors as Russian strikes target urban centers with increasing frequency.

Katia Glod, deputy head of foreign policy at the New Eurasian Strategies Centre think tank, described Ratcliffe’s journey as “quite an unusual visit” while noting historical precedent. The last publicly acknowledged trip by a CIA director to Moscow occurred in November 2021, when William Burns traveled there to caution against deploying troops into Ukraine just weeks before the full-scale invasion in February 2022. Glod told CNBC’s “Europe Early Edition” on Thursday that “I think it is indeed important that [Ratcliffe] went there. He is one of the strongest supporters of Ukraine and I think the current wave of escalation of hybrid attacks against Europe is indeed something that perhaps the U.S. also wants to have some discussion with Moscow about.” Glod further emphasized the growing threat landscape, adding that “We have seen the cases recently in Germany. Again, there have been many cases in Britain and I think this just shows us that the level of communication is needed to be stepped up, because the situation … has been escalating.”
