Analyst urges cultural focus in Indonesia’s police reform

Indonesia’s police reform efforts should prioritize cultural and systemic changes within the National Police (Polri), according to a senior political analyst. A professional, accountable, and democratic police force is crucial for the continued stability of Indonesia’s democracy, experts say.

Focus on Institutional Culture

Boni Hargens emphasized the need to focus on transforming Polri’s institutional culture, advocating for education and training programs that prioritize human rights, ethics, and community policing.

Competency-based reforms, the integration of modern technology, and adherence to international standards are also essential for improving the professionalism and capabilities of police personnel at all levels, Hargens said.

Accountability and Integrity

Key areas requiring attention include accountability, open dialogue, and responsiveness to constructive criticism. Recruitment and selection processes should be based on integrity and capacity, according to the analyst.

Reforming the reward and punishment system and strengthening leadership that champions democratic policing values are also vital components of effective reform.

Long-Term Transformation

Hargens stressed the importance of focusing on long-term institutional transformation rather than short-term political gains. He warned that without cultural transformation, structural changes or leadership shifts will not yield substantial improvements.

Politicizing police reform could weaken the institution and hinder progress, potentially eroding long-term direction, independence, and professionalism, and diverting attention from core objectives, Hargens cautioned.
