Arab Nations Advance AI Ethics, Support Palestinian Telecoms
Cairo – January 22 – A pivotal meeting of Arab ministers for communications and information has resulted in the establishment of a dedicated Arab committee for Artificial Intelligence (AI) and emerging technologies, alongside the adoption of a landmark charter for AI ethics. The council also reaffirmed its commitment to bolstering the Palestinian telecommunications sector.
Regional Collaboration on AI Takes Center Stage
The decisions were made at the conclusion of the 29th session of the Council of Arab Ministers for Communications and Information, held in Cairo under the presidency of Egypt’s Minister of Communications and Information Technology, Amr Talaat. Representatives from across the Arab world participated in the discussions.
A key achievement highlighted during the council’s proceedings was Palestine’s full membership in the Universal Postal Union (UPU). This milestone grants Palestine all the rights and privileges afforded to other member states, including the raising of the Palestinian flag at the UPU headquarters following the 28th Congress of the UPU held in Dubai last September. This represents a significant diplomatic victory for the Arab League and the Palestinian people.
The council also addressed the severe challenges facing the Palestinian telecommunications sector, exacerbated by recent conflict in the Gaza Strip. Ministers pledged continued support for the sector’s recovery and expansion, aiming to enhance Palestine’s international presence within the communications landscape. This commitment underscores the Arab world’s solidarity with Palestine and its dedication to ensuring access to vital communication infrastructure.
The newly adopted Arab Charter of AI Ethics serves as a guiding document, built upon a foundation of ethical principles designed to govern the development and deployment of AI technologies throughout the region. This proactive step aims to ensure responsible innovation and mitigate potential risks associated with AI.
Preparations for upcoming international conferences were also a central focus, particularly the International Telecommunication Union (ITU) Plenipotentiary Conference scheduled for November. The council reviewed the executive program for the Regional Postal Development Plan for the Arab Region, covering the period 2026-2029, and discussed the Arab Digital Capital Initiative and the Arab mechanism for reducing disaster risks using communications and information technology.
Kuwait was represented at the 29th session by a delegation led by Acting Undersecretary of the Ministry of Communications, Eng. Mashal Al-Zaid, accompanied by Ahmed Al-Hussaini, Director of Public Relations; Muteb Al-Azmi, representative of the General Communications and Information Technology Authority; and Bader Al-Muhaileb, First Secretary at the Kuwaiti delegation to the Arab League.
