A New Model for Investment: Putting Enterprises in the “C-Suite”
The upcoming conference in Chengdu signals a shift in how the city approaches global capital. Rather than a standard top-down promotion, the event places corporate leaders at the center of the dialogue.
The main event, scheduled for the morning of July 21 at the Chengdu Tianfu International Conference Center, will host nearly 400 guests. This includes representatives from over 70 Fortune 500, China 500, and private 500 companies, alongside more than 100 leaders from multinational corporations, central state-owned enterprises, and listed firms.
Industrial Strategy: The “Five Haves” and “3+22+N” Infrastructure
Chengdu is leveraging its status as a national industrial hub to attract global investment.
To accommodate new arrivals, the city has developed a specialized industrial space system known as “3+22+N,” which provides standardized factory buildings and customized production bases. These facilities are specifically designed to meet the requirements of foreign-invested enterprises looking to scale operations in the region.
Leveraging National Pilots for Corporate Growth
A significant draw for potential investors is Chengdu’s selection as one of only 4 cities in China to pilot a national initiative for stimulating industrial innovation. The city is translating this designation into concrete financial support and market access.
Logistics and Connectivity: The “Channel-Logistics-Trade-Industry” Logic
Chengdu’s strategy relies heavily on its ability to move goods and people efficiently across the Asia-Pacific region.
- Channel-led logistics: Utilizing international air and rail hubs to move materials.
- Logistics-led trade: Using the movement of goods to stimulate commercial activity.
- Trade-led industry: Using trade volume to anchor manufacturing and industrial clusters.
The scale of this infrastructure is substantial. In 2025, Chengdu’s aviation throughput exceeded 90 million passengers and 1.17 million tons of cargo, cementing its status as a major global aviation hub. Simultaneously, the city’s international rail network has connected to 137 overseas cities, with over 39,000 cumulative departures. This connectivity is intended to serve as a primary incentive for multinational firms that require global data and logistics synergy, particularly in high-tech sectors like artificial intelligence and biomedicine.
Next Steps: Parallel Sessions and Opportunity Lists
Following the main conference on July 21, four parallel sessions will continue through July 26, focusing on specific industrial sectors: artificial intelligence, digital logistics, science-industry integration, and biomedicine. These sessions are intended to bridge the gap between policy discussions and actionable corporate opportunities.
