China’s AI Industry Shifts Toward Integrated Super-Cluster Systems at WAIC 2026

The 2026 World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance (WAIC 2026), held in Shanghai from July 17 to 20, showcased a pivot in the Chinese AI industry from raw computing power toward integrated system capabilities.

曙光8000 and the Rise of Ten-Thousand-Card Clusters

The most prominent display of China’s shifting focus in AI infrastructure appeared with the debut of the 曙光8000 (Dengfeng) AI super-cluster, which was named one of the Ten Treasures of the WAIC. As reported during the conference, this system represents a move toward massive scale, with individual computing units achieving twenty times the density of previous iterations. The cluster is designed to support a wide range of tasks, from scientific engineering, weather forecasting, and material research to large-scale model training. Zhongke Sugon Vice President Wang Shengyong stated that the system’s落成 (completion) and exhibition represent a new level for domestic computing infrastructure, noting that core technical systems and components are now domestically self-developed.

The transition from simply building big clusters to ensuring they are functional is the current priority for domestic manufacturers. According to Wang Shengyong, the industry has shifted its focus from peak performance metrics to reliability, data read/write efficiency, task scheduling, and long-term maintenance. These systems are now required to handle diverse tasks, such as those ranging from FP64 to INT8 precision, within a single architecture. The 曙光8000 has already completed optimizations for over 300 key applications across 20 scientific and industrial sectors, with more than 70 applications achieving ten-thousand-card scale expansion.

Super-Node Innovation and the Token Economy

Alongside the massive clusters, the conference highlighted the importance of super-nodes—architectural building blocks that facilitate high-performance computing. The Ascend 950 super-node, which received the 2026 SAIL award, was noted for its ability to unify 256TB of memory across physical nodes, supporting an industry-leading 1024-card super-node configuration. Other honored super-nodes include the 平头哥真武M890 AI芯片搭配阿里云磐久AL128超节点服务器 and the 中兴OEX超节点.

This technical evolution is linked to the rise of Token economics in AI. 燧原科技 (Enflame Technology), which showcased its 芯火燎原 themed exhibition at the Shanghai World Expo Exhibition & Convention Center and Zhangjiang Science Hall, emphasized that Tokens serve as the essential unit for measuring computing demand. The company displayed its 云燧 ESL64-O and 云燧 ESL64-C super-nodes, designed to support萬卡级 (ten-thousand-card) scale clusters. Additionally,燧原科技 showcased its NPO optical interconnection prototype, which breaks traditional copper connection distance limits to support clusters exceeding 512 cards.

From Chatbots to Autonomous Agents

Application-layer development at WAIC 2026 moved away from simple conversational interfaces toward agents capable of executing complex workflows. According to IT Times, the STEPX Neo smartphone and the ZTE Nubia Navi X Ultra (known as the Doubao Phone 2.0) both claimed the title of Global First AI Agent Phone. Unlike standard AI phones that rely on accessibility APIs, the STEPX Neo utilizes a native operating system, Step AOS, allowing the agent to call upon hardware capabilities directly. This allows users to perform multi-step tasks, such as ordering food or booking travel, without switching between apps.

  • AI Glasses: The 讯飞AI眼镜, weighing only 40 grams, was featured as a Treasure of the exhibition.
  • Embodied AI: The 蚂蚁灵波机器人智慧药房 uses a unified base model, LingBot-VLA, to allow robots to handle order fulfillment in real-world retail settings, such as the Shanghai Guoda Pharmacy stores.
  • Humanoid Robotics: The 智元 (Agibot) A3 Ultra was highlighted as the only commercially deployable, full-size humanoid robot at the event, utilizing a three-in-one architecture to support service scenarios like hotel reception and store guidance.

As Tencent Vice President Lin Songtao stated, the industry is moving from chat assistants that answer questions to intelligent partners that deliver results. The goal is to move from digital world tasks to physical world applications, such as the China Southern Power Grid’s DaWatte-Yunrui agent for power distribution planning.

The Path Toward Industrial Integration

As the industry looks toward the remainder of 2026, the primary challenge remains the migration of software ecosystems onto high-performance domestic platforms. Hygon Information’s Assistant President Du Xiawei noted that the metric for success has evolved from raw benchmark scores to effective computing utilization, linear acceleration, and fault recovery efficiency. For manufacturers, the focus is now on reducing migration costs through software stack compatibility and model adaptation, ensuring that large-scale infrastructure can reliably support the next generation of industrial and scientific breakthroughs.
