A company director in Singapore was charged Wednesday with misappropriating over S$400,000 (US$310,000) in condominium maintenance fees collected from residents between 2017 and 2024.
Condominium Fee Misappropriation Case
Judy Chong Chio Tee, 55, faces 21 charges including criminal breach of trust and forgery, and has indicated an intention to plead guilty. Chong was the director of Alpha Property Management and Consultants, the managing agent for four condominiums: The Bale, The Peak, Seasuites Condominium and Serenity Park Condominium.
Police began investigating in April 2021 after receiving reports of alleged misappropriation of fee payments. Residents typically paid maintenance fees via cheque to the bank accounts of their condominium’s management corporation strata title.
Chong allegedly offered residents alternative payment methods, including cash or direct transfers to her company’s bank account. She is accused of pocketing both maintenance and sinking fund fees, and also allegedly taking funds intended for repair work within a condominium apartment.
The alleged misappropriated amounts are broken down as follows: S$148,000 from The Bale, S$120,000 from Seasuites Condominium, S$103,000 from Serenity Park Condominium, and S$49,000 from The Peak.
Chong is also accused of falsifying documents, including audited accounts for The Bale and financial statements for Serenity Park Condominium, in an attempt to conceal financial irregularities.
Currently, Chong is out on bail of S$50,000 and is scheduled to return to court next month. If convicted of criminal breach of trust as an agent, she could face up to 20 years in jail and a fine. Forgery with the intent to cheat carries a potential sentence of up to 10 years in jail and a fine. Falsifying accounts could result in up to 10 years in jail, a fine, or both.
