Czech Republic Declines Participation in €70 Billion NATO Assistance Package

The Czech Republic will not participate in a €70 billion ($80 billion) package of military assistance for Ukraine that NATO states agreed to on a Wednesday summit in Ankara, Czech Prime Minister Andrej Babis said.

NATO members meeting in Turkey pledged that financial volume for Ukraine covering 2026 alongside at least equivalent levels of support heading into 2027, according to the official summit declaration. NATO Secretary General Mark Rutte stated that the gathering produced a significant sense of unity among member states.

Andrej Babis, Prime Minister of the Czech Republic, stated that they would not participate in that amount.

Beyond opting out of the multi-billion-euro funding commitment, Babis stated that authorities should prioritize developing European solutions and joint projects focused on ballistic missile defence following recent conflicts in Ukraine and Iran. Government records indicate the Czech nation has historically lagged behind in defence expenditures, failing to clear the NATO benchmark of allocating 2% of gross domestic product last year. Babis noted that while the country will likely miss that target again this year, it aims to achieve the benchmark next year.

The administration, which assumed power in December, previously pledged to halt direct military assistance to Ukraine—including declining to contribute to a Czech-led initiative designed to supply Kyiv with ammunition. The government also opted out of financial guarantees connected to a €90 billion European Union loan directed toward Kyiv.

Despite declining the broader NATO financial package, Babis told reporters at the summit that the Czech Republic intends to provide a small, one-off financial contribution toward the Prioritised Ukraine Requirements List package aimed at supplying Ukraine with U.S. weapons.

Ukraine Secures Full Intellectual Property Rights for Stone Cloak Electronic Warfare Technology

While financial commitments face political hurdles in Prague, Ukraine has secured a different kind of military asset from London. Great Britain transferred complete intellectual property rights for the Stone Cloak electronic warfare technology, marking a departure from traditional military aid models.

According to Defence Express editor-in-chief Oleh Katkov, the cooperation format is unprecedented because Ukraine received manufacturing blueprints and full ownership rights rather than finished hardware alone.

Official disclosures published on the British government portal confirmed that Ukraine obtained all rights to the development, allowing domestic entities to manufacture, modernize, update, and build new defense solutions derived from the core technology.

Technical Capabilities and Operational Deployment of Stone Cloak

Physical descriptions provided by British authorities indicate that the Stone Cloak device is roughly comparable to a tablet in size, permitting direct installation onto long-range unmanned aerial vehicles and cruise missiles.

The device operates by receiving enemy radar signals, analyzing them, and returning false data regarding azimuth, distance, or course. Instead of generating high-power radio interference, the system can project phantom targets, making a single drone appear to radar operators as multiple separate targets.

This compact design allows unmanned platforms to bypass enemy air defense networks. Katkov noted that Great Britain had previously supplied Stone Cloak systems alongside drones without publicizing the transfers.

With over a thousand such units deployed operationally without extensive identification in open-source monitoring, analysts suggest the hardware has proven effective at enabling drones to reach their intended destinations.
