The Norwegian Refugee Council (NRC) is seeking a Finance Manager to oversee financial setup and support program implementation in either Jerusalem or Amman. National candidates from Palestine and Jordan are encouraged to apply for the one-year, renewable position.

Strategic Leadership & Direction

The Finance Manager will provide strategic leadership and direction to the finance team, ensuring competent and motivated staff are hired and retained. The role includes managing financial risks, implementing anti-corruption policies, and ensuring accountability for implementing partner work, including tracking payments and financial reports.

Financial Management & Oversight

The position oversees the implementation of all finance-related policies and procedures, ensuring success, consistency, and compliance. It also involves providing financial advice to budget holders and ensuring resource allocation aligns with organizational priorities. Accurate and timely financial analysis is a key component of the role.

Budgeting & Reporting

The Finance Manager will maintain overall budget control, monitor cash flows, and oversee budgeting and monitoring of costs. Responsibilities include leading the development of the Master Budget, preparing income forecasts, and ensuring accurate project spending overviews. The role also involves elaborating budgets for new proposals and ensuring compliance with donor regulations.

Compliance

Continuous financial and contextual analysis is required to identify and mitigate potential risks. The Finance Manager will ensure appropriate measures are taken to address audit findings and oversee the mainstreaming of protection guidelines. Maintaining compliance with accounting principles, donor regulations, and local legislation is also essential, as is developing and updating Finance Standard Operating Procedures.

Candidates should have a minimum of 5 years of experience in a senior financial role within a humanitarian/recovery context, a university degree in finance or accounting, and experience managing large portfolios. Strong computer skills and fluency in English are also required. Travel within Palestine and Jordan is expected to comprise approximately 25% of the role.
