The Haute Autorité de Santé (HAS) has established the MiMED mission to address the evolving complexities of health technology evaluation. By prioritizing the use of observational real-world data, the mission seeks to complement traditional evidence gathered during clinical trials. This initiative, housed within the DEAI, focuses on providing a clearer picture of how health technologies perform in routine clinical practice.
MiMED: A New Strategic Direction for the HAS
According to the agency, the MiMED mission will support the evaluation of products throughout their entire lifecycle. By leveraging existing data sources—such as patient registries, research cohorts, and reimbursement databases—the HAS intends to better contextualize the natural history of diseases and the actual efficacy and safety of medical interventions. This approach also facilitates indirect comparisons and the construction of economic models, providing a more robust foundation for public health decision-making.
Global Shifts Toward Evidence-Based Reimbursement
The creation of MiMED arrives as other nations formalize their own health technology assessment (HTA) procedures to ensure the sustainability of public health systems. In analysis published in The BMJ, researchers from Fudan University highlighted that China has embedded HTA as a formal component of its National Drug Reimbursement List (NRDL) adjustments since 2017. China’s system, which covers 95% of its population, now utilizes a rigorous two-stage appraisal process to determine which drugs qualify for price negotiations.
This process in China involves a quick review
for all applicants, followed by a detailed assessment for candidates identified for price negotiation. The focus on cost-effectiveness has become essential for China’s National Healthcare Security Administration (NHSA) as it manages a social health insurance fund that accounted for 37% of the nation’s total health expenditure in 2021.
Capacity Building in Morocco’s Health System
The trend toward formalized assessment is also influencing academic and professional training. The Université Euromed de Fès recently launched a specialized degree program in health technology assessment to support Morocco’s ongoing social protection reforms. This initiative is designed to train professionals from the Ministry of Health to evaluate medical technologies systematically, aligning with the legislative creation of a new national health authority.

Participants in this Moroccan program are trained in pharmaco-economic evaluation and the use of statistical models to measure the impact of technologies on public health. This focus on analytical rigor reflects a broader international push to move away from subjective decision-making toward evidence-based strategies that prioritize both clinical outcomes and fiscal sustainability.
Operational Data and Digital Transformation
While agencies like the HAS focus on the macro-level evaluation of technologies, hospitals are simultaneously adopting new digital tools to manage their internal operations. By creating a digital twin of clinical services, these platforms allow administrators to identify bottlenecks, harmonize practices, and manage patient flows based on objective data rather than intuition.

This operational shift addresses pressing concerns common to many healthcare systems: the shortage of specialized professionals, the need to manage rising costs, and the requirement to ensure the safety and utility of new digital tools. As health authorities like the HAS and the emerging Moroccan body integrate these data-driven insights into their national frameworks, the objective remains to ensure that clinical decisions are informed by the highest quality of available evidence, whether at the department level or the national policy level.
