The situation escalated after neighbors noticed the dog had become stuck among scrap metal in a yard cluttered with construction materials and waste. To avoid trespassing, residents contacted the municipal police, who freed the animal and confirmed its paws were unharmed.

Oskars Feldmanis, chief of the municipal police of the Adazi region, stated that the address has been flagged multiple times for an unkempt territory. In addition to the animal cruelty case, the owner is being investigated for failing to meet animal welfare requirements, specifically the lack of a kennel.

Conflicting Accounts of Care

Neighbors expressed ongoing concern for the dog, noting that while the animal appears to be fed, it remains isolated. One resident recalled an incident two years ago when local youths attempted to help the dog by taking it to a groomer, though the animal reportedly suffered from distress upon their departure.

The dog’s owner disputes the allegations of neglect, asserting that he visits the site daily to provide food and water. He argued that the dog is not kept on a leash and cannot be housed in an apartment.

Regulatory Oversight

The Food and Veterinary Service (PVS) confirmed they are reassessing the conditions for keeping the animal following the latest report from the municipal police.

While neighbors have contacted the PVS over the past two years, previous inspections at the Carnikava address did not identify any administrative violations or breaches of animal welfare requirements.
