Indonesia’s Ministry of Communication and Digital Affairs has issued a second summons to Meta and Google after both companies failed to appear at an initial hearing regarding compliance with digital child protection regulations.

Second Summons Issued to Tech Giants

The ministry’s Director General of Digital Space Oversight, Alexander Sabar, stated on Thursday that a second summons was issued to the companies. According to regulations, up to three summonses may be issued before sanctions are imposed.

The summonses target Meta, the operator of Threads, Instagram, and Facebook, and Google, the owner of YouTube. They are part of the enforcement of Government Regulation No. 17 of 2025 regarding Electronic System Governance for Child Protection (PP Tunas).

The ministry initially summoned the companies after determining that their digital platforms had not yet complied with the government regulation, which went into effect on March 28, 2026. Both Meta and Google requested a postponement to the initial summons, citing a need for internal coordination.

“We have received the requests for rescheduling. Thus, the obligation to attend the inquiry has not yet been fulfilled,” Sabar said.

The Ministry of Communication and Digital Affairs emphasized that compliance with child protection rules is a responsibility that directly impacts the safety of children online. “Every delay extends the risks faced by children online. Thus, we demand concrete and timely compliance from all platforms,” Sabar stated.

Any violations will be addressed in accordance with applicable laws and regulations. Digital platform operators that fail to comply with the rules will be subject to administrative sanctions, as outlined in Communication and Digital Affairs Minister’s Regulation Number 9 of 2026.

These sanctions range from written warnings and temporary access suspensions to total blocking. “Creating a safe digital space for children is a shared responsibility, and compliance with regulations is part of that commitment,” Sabar remarked.
