Indonesia to issue 1.35 million free halal certificates in 2026

The Indonesian government will provide 1.35 million free halal certificates to micro and small enterprises (MSEs) by 2026, a directive from President Prabowo Subianto ahead of the implementation of the Mandatory Halal Law in October of next year.

Free Halal Certificates for MSEs

President Prabowo Subianto is accommodating the needs of micro and small entrepreneurs by providing the free certificates, according to the Head of the Halal Product Assurance Agency (BPJPH), Ahmad Haikal Hasan.

The government allocated a quota of 1.14 million free halal certificates for micro and small entrepreneurs in 2025, implemented by BPJPH. As of Tuesday, 10.9 million products had received halal certification from BPJPH, Hasan added.

This year, Decree Number 146 of 2025 was issued, making food kiosks eligible for free halal certification assistance. Currently, 25,002 food kiosks registered with the Sihalal system have received free halal certification.

The halal certification process, including both the self-declaration scheme for MSEs and the regular scheme for medium and large businesses, is conducted transparently through the Sihalal information system, which serves as the backbone of BPJPH’s digital services.

Regular halal certification, in accordance with Law Number 33 of 2014 and Government Regulation Number 42 of 2024, involves external service providers, namely the Halal Inspection Institutions (LPH) and the Fatwa Commission of the Indonesian Ulema Council (MUI).

Applications for halal certification can be submitted to BPJPH through ptsp.halal.go.id and are then subject to product inspection or testing by LPH through audits conducted by certified halal auditors. The MUI Fatwa Commission then provides a halal ruling, followed by the issuance of a halal certificate by BPJPH.

“In this digital halal certification service, there are no physical meetings or personal communication between BPJPH employees and the business entity applying for the halal certificate,” Hasan said.
