Terms of the Iran-U.S. Blockade Proposal

A senior Iranian official stated Saturday that Tehran is ready for diplomacy if the United States changes its approach. The proposal suggests shelving talks on Iran’s nuclear program for a later stage to facilitate an immediate agreement.

Under the proposed framework, the war would end with a guarantee that the United States and Israel would not attack again. In exchange, Iran would open the strait and the U.S. would lift its blockade of Iranian ports.

Future negotiations would then address curbs on Iran’s nuclear program in return for the lifting of sanctions. Iran has demanded that Washington recognize its right to enrich uranium for peaceful purposes, even if it agrees to suspend the practice.

Trump’s Response and Domestic Pressure

President Trump stated Friday that he was not satisfied with the latest Iranian proposal. He reiterated his position that Iran can never possess a nuclear weapon.

While Trump told reporters at the White House that he does not prefer a military course of action “on a human basis,” he stated during a speech in Florida that the U.S. would not end the confrontation early only to have the problem resurface in three years.

The President faces domestic pressure to break Iran’s hold on the strait. The disruption has pushed up U.S. gasoline prices, creating a risk of voter backlash for the Republican Party ahead of the midterm congressional elections in November.

Current State of Conflict

The United States and Israel suspended their bombing campaign against Iran four weeks ago. However, both nations remain locked in a shipping conflict; Iran has blocked nearly all shipping from the Gulf for over two months, and the U.S. imposed a counter-blockade on Iranian ports last month.

Washington has repeatedly maintained that it will not end the war, which has resulted in thousands of deaths, without a deal that permanently prevents Iran from obtaining nuclear weapons. Iran continues to assert that its nuclear program is peaceful.
