Israeli Forces Bomb Gaza and Kill Two Palestinians After Displacement Orders

The latest bombardment follows a pattern where warnings to evacuate are immediately followed by attacks on the very areas residents were told to flee. In Gaza City, reporting from Al Jazeera’s Ibrahim al-Khalili describes a chaotic cycle of displacement, where the Israeli military heavily bombarded Gaza after issuing evacuation threats for people in four different areas. Families are forced into the streets at night in a panic, often with no remaining shelter to move toward.

The Stalled International Stabilization Force and Moroccan Deployment

Diplomatic efforts to secure the territory have hit a bottleneck. Egyptian Foreign Minister Badr Abdelatty recently urged U.S. Secretary of State Marco Rubio to accelerate the deployment of the International Stabilization Force (ISF) during a meeting at the ASEAN foreign ministers summit in Manila. Egypt is pushing for the immediate launch of a committee tasked with administering Gaza to restore regional stability.

While the broader U.S. plan remains stalled, some movements are happening on the ground.

Parallel to these efforts, the Israeli military was reported by Israeli army radio on a Saturday to have been ordered by its political leadership to halt its campaign in Gaza City. This order came as the military prepared for the first phase of a plan by U.S. President Donald Trump to end the war in Gaza and release all hostages. The Israeli military stated it was directed to advance readiness for the first part of the Trump plan, with army radio reporting that operations in Gaza would be reduced to “the minimum” and troops would only carry out defensive strikes. These orders followed a demand from President Trump late on a Friday night that Israel stop bombing Gaza, after he welcomed Hamas’s part-acceptance of his proposal to end the nearly two-year war.

The Humanitarian Cost of Displacement

The geography of safety in Gaza is shrinking. Almost everyone is displaced and concentrated into less than half the land area of Gaza—hemmed in by Israeli ground forces that continue to move west, displacing families and pushing them into a progressively narrower strip of land. In recent days, multiple displacement orders were issued, forcing people out of their shelters.

The Collapse of Essential Services

The violence persists as Israeli attacks virtually destroyed every essential system: healthcare, education, food production, law enforcement and civil order.

The human cost continues to climb. By September 17, 2025, the Palestinian death toll passed 65,000, as Israeli troops pressed forward into Gaza City. Other escalations include attacks since May 26, where the UN Human Rights in the Occupied Palestinian Territory (OHCHR OPT) condemned the killing of at least 26 Palestinians, including six women and seven children. Since the announcement of a ceasefire, OHCHR OPT states at least 32 children and eight women have been killed. Additionally, an Amnesty International investigation revealed that Israeli air strikes on a Rafah IDP camp on May 26 used US-made weapons, with tank shells killing 23 civilians in a humanitarian zone.
