MLB Proposes Mandatory Olympic Participation for 2028
Major League Baseball has proposed a mandatory participation clause for big leaguers in the 2028 Summer Olympics in Los Angeles. Under the terms of the league’s proposal, players selected to participate in the Games would be required to compete or face significant penalties. The league is currently in the early stages of negotiations with the MLB Players Association regarding the potential for major league players to join the Olympic tournament for the first time.

The Proposed Penalties and Restrictions
MLB’s proposal seeks to ensure that the sport’s top talent is present for the international event. According to the proposal, any player chosen for the Olympics who declines to participate without an excused absence would be placed on the restricted list. This status would last from July 10, 2028, through August 3, 2028, resulting in a loss of both pay and service time. To prevent the use of the injured list as a workaround, the league has included a specific provision for injured players. While those on the injured list as of July 9 would be excused from the Olympic requirement, they would be barred from returning to regular-season play or beginning a rehab assignment until August 4, regardless of their health or readiness to play. Additionally, the league proposed the ability to impose undisclosed fines on players who refuse to participate.
A Disrupted Midseason Schedule
The proposal is designed to accommodate a pause in the 2028 MLB regular season. The tentative plan involves:
- July 9: Final day of the first half of the regular season.
- July 11: All-Star Game, likely to be hosted by San Francisco.
- July 13–19: Baseball tournament phase of the Olympic Games.
- July 21: Resumption of the MLB regular season.
Commissioner Manfred described the Olympic participation as a “disruptive undertaking” for the league, noting that because the event occurs during the heart of the season—unlike the World Baseball Classic, which takes place in March—the league wants to ensure its best players are on the field.
Union Reaction and Negotiating Stakes
Bruce Meyer, executive director of the MLB Players Association, described the league’s proposal as “extreme.” The union has not yet provided an official response to the mandatory participation clause. According to an MLB spokesperson, the union has been engaged in separate negotiations with LA28 regarding logistical and economic concerns, including hotel amenities and the number of tickets available to participating players. Beyond the mandatory participation debate, other hurdles remain. Furthermore, the league is seeking to ensure that players selected for the All-Star Game are available to play, with potential consequences for those who skip the All-Star Game but subsequently participate in the Olympics.

Tournament Structure and Qualification
The Olympic baseball tournament is slated to feature a six-team field divided into two groups of three. The teams will play a round-robin format, with the top team from each group advancing to the semifinals. The remaining four teams will compete in a quarterfinal round, followed by single-elimination games to determine the medalists. Three spots in the tournament are already secured:
- U.S.: Qualified automatically as the host country.
- Venezuela: Qualified based on their 2026 World Baseball Classic victory.
- Dominican Republic: Qualified as the next-best finisher from the Americas in the 2026 World Baseball Classic.
The remaining three berths will be determined through future tournaments, beginning in November 2027. One spot is reserved for a team from Asia, one for an Australian or European team, and a final Wild Card spot will be awarded at a later date.
