Blantyre Water Board chairperson Stanley Chirwa and his fellow directors faced humiliation on Wednesday when Parliament’s Public Appointments Committee dismissed them during a tense governance hearing. The board was sent packing after failing to answer key questions regarding the utility’s operations, specifically concerning a petition raised by Blantyre Water Board employees.
Scrutiny Over Operations and Employee Petitions
The committee, chaired by Felix Njawala, ordered the directors to return only after properly preparing. Lawmakers examined concerns raised in the employee petition, which included allegations of interference in management operations. Particular points under scrutiny involved administrative leave for senior officials, staff transfers, and procurement decisions. During the proceedings, the committee grew frustrated by the directors’ inability to explain operational guidelines, as well as their repeated references to confidentiality and ongoing court matters.
Recess Fails to Produce Answers
The situation escalated for the board when Chirwa requested a 15-minute recess to consult with his team. Despite the break, the directors returned to the session still lacking the specific answers that members of parliament were seeking.
I should assume that Mr Chirwa and the board were not prepared. We ask you to go back and prepare. We will invite you again when you are done,
Njawala told the board during the hearing.
Governance Under the Spotlight
The rebuke places intense scrutiny on the governance of the water utility. MPs have demanded clearer explanations and supporting documentation for when the board eventually returns before the committee. Until that time, key questions surrounding the employees’ complaints remain completely unanswered.
