Nigeria’s “Tiger Base” Police Unit Accused of Systematic Human Rights Abuses
A special Nigerian police unit tasked with combating kidnapping and armed robbery in Imo state is alleged to have engaged in widespread extrajudicial killings, torture, and extortion, according to a new report by Amnesty International. The unit, known as “Tiger Base,” is accused of operating outside the law and exploiting its power for financial gain.
The Descent into Abuse: How Tiger Base Lost Its Way
Originally established to address the escalating crises of kidnapping and armed robbery in Imo state, Tiger Base has reportedly undergone a disturbing transformation. Instead of upholding the law, the unit is now accused of using its authority to settle personal scores, engage in land disputes, and systematically extort money from citizens. This shift raises serious questions about police accountability and the rule of law in Nigeria.
The Amnesty International investigation, titled “Tiger Base of Atrocities: Human Rights Violations by Nigeria Police Anti-Kidnapping Unit in Owerri”, details harrowing accounts of detainees held in deplorable conditions, subjected to brutal torture, and denied basic legal rights. The report paints a picture of a unit operating with impunity, where abuse is commonplace and justice is elusive.
“Tiger Base has become synonymous with police operating outside of the law and abusing their power to enrich themselves through extortion,” stated Isa Sanusi, Director of Amnesty International Nigeria. “The atrocities committed by the Tiger Base police unit is yet another sign of the Nigerian authorities’ failure to end widespread torture, extrajudicial execution, extortion and other crimes at the hands of law enforcement.”
Torture and Coercion: A System of Fear
Former detainees describe a harrowing ordeal of prolonged unlawful detention, often without access to legal counsel or formal charges. Many were subjected to horrific torture methods, including beatings with iron rods, cables, knives, and machetes. Some were even suspended by ropes, their bodies left bleeding and unattended.
One survivor recounted being arrested on suspicion of purchasing stolen goods. Despite maintaining their innocence, they were detained for weeks, their phone confiscated. Eventually, police presented a demand for ₦4.5 million (US$3,100) for their release, despite the initial claim of ₦14 million (US$9,500) from the complainant. This illustrates the blatant extortion practiced by Tiger Base officers.
“Many people disappeared after being moved to Cell 1; nobody ever saw them again.”

The coerced “confessions” obtained through torture were then used to justify demands for bribes, effectively turning the justice system into a tool for personal enrichment. The unit allegedly arrests dozens daily solely to extort money from their families.
The POS System of Extortion
Adding to the corruption, a thriving illegal point-of-sale (POS) business operates within the Tiger Base detention center. These handheld machines allow for instant cash withdrawals from bank accounts, facilitating the rapid transfer of extorted funds. This demonstrates the brazenness of the corruption and the ease with which officers profit from their abuses.
Disturbingly, reports indicate that inmates are sometimes taken from their cells and executed, with survivors recounting witnessing shootings and returning to the cells wounded and ignored. This points to a pattern of extrajudicial killings and a complete disregard for human life.
Dehumanizing Conditions of Detention
The detention cells at Tiger Base are described as overcrowded and unsanitary, with up to 70 people crammed into spaces measuring just 12 feet by 12 feet. Detainees are forced to take turns sitting or squatting, with limited access to toilets and clean water. The stench is reportedly unbearable, and many suffer from exhaustion and illness.
Cell 1 is particularly feared, with testimonies suggesting few who enter ever return. The conditions within are so dire that survival is often attributed to sheer luck.
A Pattern of Deaths and Impunity
Several deaths have been reported within the Tiger Base detention center. In 2022, Okechukwu Ogbedagu died in custody after being handed over by youth leaders. An autopsy revealed he died of asphyxiation, yet police subsequently charged the youth leaders with his murder before eventually releasing them.
Another case involves Japhet Njoku, a security guard who died in detention in May 2025, allegedly beaten to death by police. Despite a court order for an autopsy, Tiger Base officials have repeatedly failed to cooperate, obstructing the investigation into his death.
“The atrocities committed by the Tiger Base police unit is yet another sign of the Nigerian authorities’ failure to end widespread torture,” Isa Sanusi emphasized. “It appears the police have not learnt any lessons from the #EndSARS protests.”
The lack of accountability for these abuses is deeply concerning. Human Rights Watch has documented similar patterns of police brutality and impunity in Nigeria for years, highlighting a systemic failure to address these issues.
What steps must the Nigerian government take to ensure justice for the victims of Tiger Base and prevent future abuses? And how can international organizations support efforts to reform the police force and uphold the rule of law in Nigeria?
