Seattle Police Chief Shon Barnes Resigns Amid Festival Criticism

Seattle’s top law enforcement leadership collapsed this week in the wake of a festival tragedy, leaving a major West Coast city searching for stability. Seattle Mayor Katie Wilson announced on Thursday that Police Chief Shon Barnes had resigned following days of mounting public scrutiny and a reported ultimatum from the mayor’s office giving him the choice to resign or be fired. The departure arrives just months after Barnes assumed the post in December 2024, when former Mayor Bruce Harrell originally appointed him from Madison, Wisconsin.

The Bite of Seattle Shooting and the Critical Five-Hour Communications Delay

The catalyst for the leadership crisis unfolded on Sunday during the annual Bite of Seattle food festival. Gunfire erupted at the three-day event, which began in 1982 and draws more than 350,000 attendees. Three people, including one suspect, were killed, and four others were wounded—including a two-year-old boy. Court documents revealed that dozens of officers were providing security on-site, and at least one officer quickly persuaded a 15-year-old suspect to surrender after witnessing him fire into the crowd. Police believe at least three individuals were involved, including an acquaintance killed at the scene and at least one other unknown suspect still at large.

While law enforcement officers earned praise for their quick intervention at the festival grounds, City Hall faced intense backlash over its information vacuum. After an initial social media post about the shooting, police went nearly five hours without providing public updates on whether an active threat remained. Adding to the confusion, Mayor Wilson mistakenly announced that two suspects had been arrested before later retracting the statement. Assistant Seattle Police Chief Tyrone Davis finally delivered an update at an 11 p.m. news conference attended by the mayor, Governor Bob Ferguson, and US Representative Pramila Jayapal.

Compounding the fallout from the delayed emergency response, Chief Barnes faced heavy criticism regarding his whereabouts during the shooting. Barnes was out of town attending a law enforcement conference in Dallas when the violence broke out. Local reporting also highlighted that Barnes maintained his primary residence in Chicago, where his family lives. According to department spokesperson Sgt. Patrick Michaud, Barnes made four trips to Chicago totaling about 18 days of travel this year, alongside other professional conference travel.

Crisis communications experts criticized the public discord between the mayor’s office and the police department during an active murder investigation. Dave Oates, founder of PR Security Service, noted that removing a chief during a mass shooting investigation sends the wrong message to residents and businesses. Nate Miller of Miller Ink added that nobody blamed the city for the gunman, but the administration owned the five hours of silence that followed.

Community Backlash and the Appointment of Interim Chief Andre Sayles

Barnes’ departure drew swift resistance from several Black community organizations, including the Seattle NAACP and the Urban League of Metropolitan Seattle. In an open letter to the mayor’s office, community leaders argued against making Barnes a scapegoat, crediting him with improving police-community relations and helping reduce gun violence.

To maintain operational continuity, Mayor Wilson appointed Deputy Chief Andre Sayles—a veteran law enforcement officer with more than two decades of experience—as interim chief. In a statement released through the mayor’s office, Barnes expressed gratitude for his tenure: I hope this transition gives the city and this department the opportunity to return full focus to what matters most, addressing youth gun violence and preventing more tragedies, Barnes said.
