‘Tar’ chunks on highways identified – source remains a mystery

Authorities are investigating after a “tar-like substance” was found scattered across highways and roads throughout New Zealand’s North Island, with the source of the spillage remaining unknown.

Bitumen Spills Reported Across North Island

Lumps of bitumen, commonly used as a binding agent in asphalt for road construction, were discovered from Southern Waikato to Wellington on February 25, according to Waka Kotahi NZ Transport Agency.

Auckland resident Jeremy Bradley shared photographs with Local Democracy Reporting showing bitumen on residential streets and footpaths in Kohimarama and Takapuna. He expressed concern over the substance’s positioning, describing it as a “stumbling hazard.”

Waka Kotahi stated it is “deeply concerned” about the damage caused by the spills on State Highways 1, 4 and 49 and is reviewing evidence. The agency is encouraging the public to provide any information that could help identify the source.

Transporting NZ has received multiple reports from truck operators across the North Island detailing spillage and resulting damage or inconvenience. The organization’s policy and advocacy adviser, Mark Stockdale, noted that NZTA rarely compensates for vehicle damage, with only five of 145 road-related damage complaints being paid in the 2022-23 financial year.

Transporting NZ is seeking legal advice on behalf of its members and has released guidance on cleaning bitumen from vehicles. Affected parties are advised to promptly report damage to their insurers.

Local residents in Waiouru have suggested authorities review security camera footage, particularly from the Waiouru BP station, to identify the culprit. Police released an initial alert to motorists but have stated the issue does not warrant further investigation at this time.

Railway Rd, a key route between Palmerston North and Bunnythorpe, remains stained with bitumen. Industrial areas and truck stops in Palmerston North, including Malden St in Milson, are also affected.

Manawatū District Council is awaiting the outcome of Waka Kotahi’s investigation before considering further action. Palmerston North City Council declined to comment.
