Nigeria’s Permanent Representative to the United Nations, Senator Jimoh Ibrahim, has formally rejected a request by Oyo State Governor Seyi Makinde for a United Nations investigation into the recent kidnapping of schoolchildren and teachers in the Oriire Local Government Area.

The incident, which occurred on May 15, led to the abduction of students and staff. Following their rescue, Governor Makinde publicly called on the United Nations and international human rights organizations to conduct an independent probe into the circumstances of the kidnapping. The governor argued that an international investigation was necessary to establish the facts, ensure accountability, and restore public confidence in the state’s security apparatus.

UN Mandate and Internal Sovereignty

In a statement issued from his media office in New York, Senator Ibrahim, who serves as the Chairman of the United Nations Fifth Committee on Administrative and Budgetary Matters, clarified that the global body is not empowered to intervene in the domestic security affairs of sovereign member states. He emphasized that the responsibility for internal security rests solely with national and sub-national governments.

Ibrahim stated that the United Nations does not engage in domestic matters of this nature, noting that seeking international intervention falls outside the scope of the organization’s mandate. Beyond dismissing the request for a UN probe, Senator Ibrahim called on Governor Makinde to take direct responsibility for the safety failures that allowed the abduction to occur. He advised the governor to offer a public apology to the victims and their teachers, suggesting that such a gesture would demonstrate empathy and responsible leadership.

Prioritizing Institutional Security

Senator Ibrahim, a former Chairman of the Senate Committee on Inter-Parliamentary Affairs, emphasized that the security of schools must be a primary concern for governments at all levels. He encouraged state governments across Nigeria to move away from reactive measures and instead invest in robust, preventive security strategies.

“Security should be treated as a collective responsibility,” Ibrahim noted, urging state authorities to strengthen collaboration with security agencies to ensure that learning environments remain safe for students. He congratulated Nigerian security agencies on the successful rescue of the victims, but reiterated that the path forward requires local governments to prioritize the safety of their citizens through improved governance and proactive security planning.

Governor Makinde’s initial call for the probe, made during a reception for the rescued victims at the Governor’s Office in Ibadan, had been framed as a move to strengthen, rather than discredit, Nigeria’s local institutions. However, the UN envoy’s response underscores a clear boundary regarding the involvement of international organizations in the internal security challenges currently facing Nigerian states.
