Ukraine-US: 15-Year Security Pact in Peace Plan?

President Volodymyr Zelenskyy says a proposed peace framework to end Russia’s war includes U.S. security guarantees for Ukraine spanning 15 years, though he had requested a longer commitment. He stated that he asked President Donald Trump for guarantees lasting up to 50 years.

Ukraine-Russia Peace Deal ‘Closer Than Ever’

Zelenskyy added that without security guarantees, “realistically, this war will not end.” The two leaders held talks Sunday at Trump’s Mar-a-Lago estate in Florida, with both insisting Ukraine and Russia are “closer than ever before” to a peace deal.

Zelenskyy said Monday that a meeting with Russia would only be possible after U.S. and European leaders agree on a Ukraine-proposed peace framework. He hopes security guarantees for Ukraine would begin the moment Kyiv signs a peace deal.

The Ukrainian leader also wants Kyiv to host a meeting with European and American officials in the “coming days” to work on documents to end the war with Russia. “We want this meeting to take place, and I believe we will do everything possible for it to finally be held in Ukraine,” he said.

Another Putin-Trump Call Expected Soon

Moscow says Russian President Vladimir Putin and U.S. President Donald Trump held a phone call before Trump’s meeting in Florida with Zelenskyy, and another call is planned. The Kremlin agrees with Trump that talks to end the Ukraine war are in their final stage.

However, the Kremlin reiterated that Ukraine should withdraw its troops from the part of Donbas that it still controls if it wants peace, and that Kyiv would lose more territory if it does not strike a deal. Russia currently controls about 90 percent of the Donbas region.

Kremlin spokesperson Dmitry Peskov said there are no plans for a call between Putin and Zelenskyy.

Captured Territory and Nuclear Plant Among Issues

Points of contention between Russia and Ukraine include how territory captured during the nearly four-year war would be divided. Zelenskyy said two main issues outlined in a 20-point peace proposal remain unresolved: control of Ukraine’s Zaporizhzhia nuclear power station, currently held by Russia, and the fate of the Donbas area.

“Two questions remain: the station — how will the station operate? — and the territory,” Zelenskyy told reporters. Peskov said Ukraine must withdraw its troops from the portion of Donbas it still controls, warning that Kyiv would lose more land if it does not agree to a deal.

Trump said after his talks with Zelenskyy on Sunday that they were “getting a lot closer, maybe very close” to an agreement, but that “thorny issues” remained.
