DOE’s Garin says PH has average 45 days of fuel supply, down by 10 days since war began

MANILA, Philippines – The Philippines’ fuel supply averaged 45 days as of March 20, a decrease from 55 to 57 days when the conflict in the Middle East began nearly a month ago, according to Energy Secretary Sharon Garin.

Philippine Fuel Supply Levels

As of Tuesday, March 24, the country’s fuel stocks were reported as follows: LPG at 23 days, jet fuel at 38 days, diesel at 45 days, gasoline at 53 days, fuel oil at 61 days, and kerosene at 97 days. These figures are based on the Philippines’ average daily demand from April to September 2025.

Garin stated that the supply duration is contingent on consumption rates. “Kung tataas po ‘yan, iiksi po ‘yung number of days natin. Kung steady lang siya, 45 days ‘yan,” she said, adding that fuel conservation efforts could extend the supply. (If consumption goes up, the number of days’ supply goes down. If steady, 45 days’ supply.)

The Energy Secretary described the situation as “manageable,” noting that the average supply has not yet fallen to a critical level of 15 days. The state-owned Philippine National Oil Company (PNOC) is working to increase buffer stocks by 1 million barrels of oil, valued at P10 billion, which would provide an additional week’s supply.

PNOC has already secured contracts for an additional 400,000 barrels of fuel and is currently negotiating for another 600,000 barrels. The government has also engaged in discussions with South Korea, India, Japan, and China to potentially increase the Philippines’ fuel inventory.

Garin appealed to both the public and private sectors to practice fuel conservation and urged petroleum businesses to avoid price gouging.

Fuel Price Increases

The energy chief announced anticipated price increases for the week ranging from P8 to P12 per liter for gasoline, P15 to P18 per liter for diesel, and P12 to P22 for kerosene. These increases would result in pump prices ranging from P82.60 to P102.5 for the cheapest gasoline, P107 to P134 for diesel, and P114.99 to P144.20 for diesel plus.
