GSIS Launches ₱532M Emergency Loan Program for La Union, Negros, and Puerto Galera

The Government Service Insurance System (GSIS) has initiated an emergency loan program totaling ₱532.7 million to provide financial relief to members and pensioners impacted by various crises across the Philippines. This funding effort targets communities officially operating under declared states of calamity or emergency.

According to the Manila Bulletin, the state-run pension fund has earmarked ₱520.08 million for 21,153 members and pensioners in La Union and Negros Occidental. Additionally, the agency has allocated ₱12.62 million to support 485 qualified individuals in Puerto Galera, Oriental Mindoro, as reported by manilatimes.net.

* La Union: Authorities declared a state of public health emergency due to a dengue surge in Bagulin. * Negros Occidental: The province entered a state of calamity following an infestation of red-striped soft scale insects that damaged local sugarcane plantations. * Puerto Galera: A state of calamity was declared due to prolonged dry conditions and water shortages resulting from the effects of El Niño.

Eligibility and Loan Structure

The GSIS emergency credit line is available to active members and old-age or disability pensioners residing or working in these affected areas. To qualify, active members must meet several strict requirements: they must have at least three months of paid premiums within the preceding six months, possess a monthly net take-home pay of at least ₱5,000 after deductions, and have no pending criminal or administrative charges. Furthermore, applicants must not be on unpaid leave and must not have any GSIS loans that have been overdue for more than six months.

For pensioners, eligibility is granted provided they reside in the affected locations and retain at least 25 percent of their net monthly pension after all loan obligations are settled.

The financial aid package features a 36-month repayment period with a fixed annual interest rate of six percent. The program waives all administrative and processing fees to ensure maximum net proceeds for applicants. Additionally, loans are covered by loan redemption insurance, which deems the balance fully paid in the event of the borrower’s death, provided that loan payments are current.

Loan Amounts and Application Deadlines

The loan structure allows for different borrowing capacities based on previous debt status:

The application deadlines vary by region. Borrowers in Puerto Galera must file their applications through the GSIS Touch mobile application by July 24, 2026. Applicants in Negros Occidental face an August 14 deadline, while those in Bagulin, La Union, have until August 16, 2026, to submit their requests.

Approved loan proceeds are credited directly to the accounts linked to the members’ government-issued ATM cards. For the Puerto Galera program, the GSIS has included a two-month grace period before the first loan payment deduction begins.
