Senate Leaders Unveil Bipartisan Bill to Prevent Government Shutdown

As the Senate races to clear a crowded legislative agenda ahead of the August recess, lawmakers have turned their focus to a short-term funding fix unveiled by key senators on Sunday. The stopgap legislation, known as a continuing resolution, aims to extend government operations past the November 3 elections and reduce the risk of another government shutdown before fiscal negotiations resume at the end of the year.

Senate Appropriations Committee Details Funding Extension and Exceptions

Senate Appropriations Committee Chair Susan Collins and Sen. Patty Murray, the panel’s top Democrat, worked jointly on the bipartisan measure, which funds the federal government at current levels through December 11. Unlike a similar stopgap package passed previously by the House, the Senate version incorporates several specific adjustments requested by the White House and congressional Democrats.

The Senate agreement includes funding continuity for the Special Supplemental Nutrition Program for Women, Infants and Children, alongside support for the Disaster Relief Fund, low-income senior housing, and veterans’ health programs. Crucially, the measure also strips out a $1 billion administration request to build Trump-class battleships, while adding language to prevent the transfer of funds from other programs to the Border Patrol.

“This bill includes important extensions and language that House Republicans’ CR did not, and it rejects Trump’s frivolous war spending wish list. Importantly, we closed the loophole in House Republicans’ CR that would have allowed the Trump administration to transfer funding provided for other programs to Border Patrol, which desperately needs reform, not more money.”

Dispute Over Federal Grants Rule and Office of Management and Budget Authority

A central battleground in the stopgap negotiations involves an Office of Management and Budget proposal that would require senior political appointees at federal agencies to review grant proposals to ensure discretionary awards align with presidential priorities. The Senate package temporarily blocks the adoption of this rule for the duration of the continuing resolution.

Collins advocated for the delay, citing its potential to politicize grants and harm small, rural communities, families, and biomedical research.

Legislative Timeline and Upcoming Procedural Votes in Washington

The Senate scheduled an initial procedural vote on the package for Monday evening, with Senate Majority Leader John Thune prioritizing the measure before lawmakers leave Washington for the August recess. Thune emphasized that the American public experienced two record-breaking government shutdowns over the preceding 10 months and must not face a third.

If the upper chamber clears the measure, it will head to the House. While House Republican leadership previously advanced a separate stopgap measure, the Senate’s bipartisan modifications set up a legislative clash when the lower chamber returns at the end of August, leaving a narrow window before the official September 30 fiscal deadline.
