Ontario Launches First Phase of OINP Overhaul with New Workforce Priority Stream

The overhaul consolidates eight former immigration streams into four distinct categories. Although the Ontario Workforce Priority Stream was initially launched on June 26, 2026, candidates were unable to enter the selection pool until the online e-Filing portal opened in August. The province previously sunset all its older pathways on May 30, 2026. According to CIC News, foreign nationals who previously applied under the now-defunct streams will have their files evaluated under the rules that were in effect at the time of their original application.

Three Pathways Target Diverse Workforce Needs

The newly opened stream encompasses three specific pathways designed to address distinct labor market demands across the province. These include a designated option for higher-skilled workers, a pathway for lower-skilled workers, and a dedicated route for self-employed physicians who are registered to practice in Ontario and are eligible to bill the provincial public health insurance plan, OHIP.

Self-employed physicians must initiate their participation by submitting a webform as a preliminary step before creating and registering an Expression of Interest. Under the updated eligibility criteria, the program expands access to workers across all NOC TEER 0–5 occupations instead of restricting eligibility to a narrow list of designated professions. Furthermore, employers located in Northern and rural Ontario benefit from lower minimum gross annual revenue thresholds, enabling a higher volume of small and medium-sized businesses to participate.

Scoring, Periodic Draws, and Strict Deadlines

Candidates with active expressions of interest are evaluated under a points-based scoring system that was published by the province on July 20, 2026. The Ontario Immigrant Nominee Program periodically selects desired candidates from the pool, issuing invitations to apply through regular draws.

Once submitted, an Expression of Interest remains valid for a maximum duration of 12 months. If a candidate is not invited within that timeframe, they must register a new Expression of Interest to remain under consideration. Invited applicants face a strict timeline, holding only 17 calendar days to submit a complete application. Concurrently, sponsoring employers must apply for approval of the employment position within 14 calendar days of the invitation’s issuance as a mandatory prerequisite.

Successful job-offer nominees receive a provincial support letter that permits them to apply for a federal work permit while their permanent residence application undergoes processing. Additionally, successful candidates under the higher-skilled worker stream and the self-employed physician stream may qualify for expedited processing by applying federally through the Enhanced Provincial Nominee Program linked to Express Entry.

Future Phases and Program Integrity Measures

The Workforce Priority Stream represents the initial phase of a broader modernization strategy first proposed in December 2025. The province plans to roll out three additional streams during the second phase of the overhaul: a priority healthcare worker stream, an entrepreneur stream, and an exceptional talent stream centered on achievements in academia, innovation, science, technology, and the arts. Detailed eligibility criteria and launch dates for these upcoming pathways remain unpublished.

To safeguard program integrity, Ontario has strengthened employer compliance obligations and enforcement measures under the Working for Workers Six Act, 2024. These strengthened oversight mechanisms are designed to combat fraud and misrepresentation within the provincial immigration framework.
