The United States and Saudi Arabia signed a nuclear cooperation agreement on Wednesday, allowing the kingdom to build reactors using American technology and enrich uranium. The deal, which now faces congressional review, has sparked fears in Israel of a regional arms race and potential nuclear proliferation.
The agreement, known as a 123 agreement
