Canada Launches New Express Entry Categories for Medical and Specialized Professionals

Immigration, Refugees and Citizenship Canada (IRCC) has unveiled its 2026 categories for the Express Entry system, introducing specific pathways for foreign medical doctors and other skilled professionals. Announced on February 18, 2026, by Minister of Immigration, Refugees and Citizenship Lena Metlege Diab, the new measures are part of an International Talent Attraction Strategy designed to return immigration to sustainable levels while supporting the Canadian economy.

Canada Announces New Express Entry Categories to Prioritize Top Talent

New Categories for Medical and Specialized Professionals

A primary feature of the 2026 update is the introduction of a dedicated Express Entry category for foreign medical doctors who possess Canadian work experience.

In addition to physicians, the government has established new categories for:

  • Researchers and senior managers with Canadian work experience.
  • Professionals in transport occupations, specifically pilots, aircraft mechanics, and inspectors.
  • Highly skilled foreign military applicants recruited by the Canadian Armed Forces for key roles, including military doctors, nurses, and pilots.

These additions complement existing category-based selection rounds, which continue to prioritize candidates with strong French-language proficiency and those with work experience in health care and social services, such as nurse practitioners, pharmacists, psychologists, dentists, and chiropractors. The system also maintains focus on tradespersons, including carpenters, plumbers, and machinists.

Strategic Goals and Economic Context

Express Entry serves as Canada’s flagship application management system for permanent residence, encompassing the Federal Skilled Worker Program, the Federal Skilled Trades Program, the Canadian Experience Class, and portions of the Provincial Nominee Program. Officials stated that immigration accounts for nearly 100% of Canada’s labor force growth, making these targeted measures essential to addressing labor shortages in critical sectors.

The 2026 targets are set within a broader immigration plan that aims to reduce the share of temporary residents to 5% of the total population by the end of 2026. The government has established temporary resident targets of 516,600 for 2026 and 543,600 for 2027.

Structural Evolution of Express Entry

The Express Entry system has undergone significant shifts as the government balances global competition for talent with domestic economic needs. While the Canadian Experience Class (CEC) draws continued through early 2026 to prioritize those already contributing to the economy, the program has moved away from purely “general” draws in favor of program-specific and category-based rounds.

Current proposals under consideration by IRCC include potential structural changes to simplify the application process. These include:

  • Consolidating the three existing federal economic programs into a single framework with common minimum requirements.
  • Requiring at least a high school level education and a minimum language proficiency level of 6 on the CLB or NCLC benchmarks.

Regional and Provincial Dynamics

Beyond federal Express Entry, provincial programs continue to play a major role in national immigration strategy. In the first half of 2026, the Provincial Nominee Program (PNP) saw significant activity, with provinces like Ontario and Alberta undergoing restructurings to narrow their focus on priority occupations.

Collectively, these provincial efforts remain a vital component of the national strategy to attract and retain skilled talent across Canada’s diverse economic landscape.
