Australia and UK Regulators Target AI Nudification Sites and Platforms

Internet users in Australia have been blocked from accessing several websites that used artificial intelligence to create child sexual exploitation material, according to an announcement by the country’s internet regulator, the eSafety Commissioner. eSafety Commissioner Julie Inman Grant announced on Thursday that three “nudify” sites withdrew from Australia following an official warning.

Australia Targets Nudify Sites Over Child Sexual Exploitation

The enforcement followed a formal warning issued in September to the United Kingdom-based company behind the sites, which threatened civil penalties of up to 49.5 million Australian dollars ($32.2m) if safeguards against image-based abuse were not introduced.

Regulatory Crackdowns Expand in the UK and Platforms Face Scrutiny

Regulatory actions are also underway in the United Kingdom. According to Biometricupdate, UK regulator Ofcom issued a fine of 50,000 pounds (about 66,000 dollars) against Itai Tech Ltd., which operates the nudification site Undress.cc, for failing to use highly effective age assurance to protect children from adult content. Ofcom also issued two provisional decisions against 8579 LLC and Kick Online Entertainment S.A., with final decisions forthcoming, and expanded investigations into Cyberitic, LLC and the provider of xgroovy.com.

In addition to consumer tools, regulators have targeted hosting platforms. Inman Grant noted that Aljazeera, a hosting platform for AI models, took steps to comply with Australian law by changing its terms of service to require account holders to take steps to minimise risks of misuse involving their platforms. A separate report published Tuesday by the European nonprofit Wired found that testing of image editing Spaces on Hugging Face revealed widespread generation of nonconsensual intimate images, with researchers tracking numerous sexual prompts.

Overview of Regulatory Actions

  • Australia eSafety Commissioner: Issued warnings to a UK-based provider of three nudify services, resulting in a withdrawal of access in Australia after sites recorded about 100,000 monthly visits from Australians.
  • UK Ofcom: Fined Itai Tech Ltd. (operator of Undress.cc) 50,000 pounds for lacking effective age assurance, and issued provisional decisions against 8579 LLC and Kick Online Entertainment S.A.
  • Hugging Face: Adjusted its terms of service following regulatory pressure regarding the hosting of models and datasets capable of generating nonconsensual sexual content.

Broader Industry Context and Educational Responses

The proliferation of generative AI systems capable of producing photo-realistic material has heightened concerns over non-consensual sexually explicit images. While mainstream generative AI developers such as OpenAI and Google utilize safety guardrails, open-source image models inspected by researchers often lacked such platform-level safeguards.

In response to the growing problem of generative AI misuse in schools—where young people have misused tools for jokes, revenge, blackmail, catfishing, or online bullying—educational resources are being deployed. Childnet, a registered UK charity dedicated to online safety for kids, published a Microsoft-sponsored educational resource aimed at learners aged 13-17 to address the impact of abuse and promote responsible usage.
