Tshwane authorities have yet to blacklist controversial tenderpreneur Edwin Sodi and his partners, almost three years after initially pledging to do so, due to difficulties in establishing their company addresses.

Sodi is known for frequenting LIV Sandton, a nightclub he recently purchased and a popular spot for celebrities.

A report from the metro’s supply chain management division, dated September 2025, details how attempts to notify Sodi and his partners of the blacklisting failed. The city was unable to deliver letters via the Tshwane metro police department or registered mail through Postnet due to a lack of valid addresses.

Following the failed delivery attempts, the National Treasury offered assistance by checking for recent communication with the companies regarding state contracts. These efforts also proved unsuccessful.

According to the report, legal counsel advised the city to proceed with the blacklisting process despite the inability to reach the affected contractors. The municipality’s group audit and risk section has been tasked with overseeing the completion of the process.
