Acting as mediating countries, the three nations specifically denounced the targeting of medical infrastructure and healthcare facilities, stating that the resulting civilian casualties—including children and women—constitute a flagrant violation of international humanitarian law and international law.
Mediators Condemn Israeli Attacks on Gaza Healthcare Facilities
The mediators asserted that these actions breach the existing ceasefire agreement and jeopardize efforts to implement the second phase of the roadmap. This follows an announcement from Palestinian factions and Hamas that they accept the roadmap, specifically the provision regarding the confinement of weapons. The mediating countries warned that these violations exacerbate civilian suffering and threaten the path toward de-escalation.
Reports of Hospital Targets and Civilian Casualties
Recent military activity has seen Israeli armored vehicles, naval vessels, artillery units, and drones carry out extensive attacks across the Gaza Strip. On one Friday, these operations injured approximately 15 Palestinians, targeting residential areas, displacement zones, coastal regions, and hospital staff.
In northern Gaza, medical teams reported that an Israeli combat drone fired into the courtyard of imemc.org in Beit Lahia, wounding three people. Additionally, three employees in the hospital’s maintenance and guard units were injured when the army dropped several small explosive devices near the maintenance section. The facility continues to operate despite severe shortages of electricity, equipment, and staff.

The Palestinian Health Ministry in Gaza stated that violations of the ceasefire, which began on October 11, 2025, have resulted in at least 1,094 deaths and 3,507 injuries. According to the ministry, 799 bodies have been recovered from destroyed structures since the ceasefire began. The cumulative toll since October 7, 2023, has reached at least 173,615 injured and 73,120 killed.
The mediators have called on the international community to pressure Israel to fulfill its obligations under the ceasefire agreement and international law. They stated this is necessary to ensure the completion of President Trump’s peace plan. President Trump previously characterized the consensus reached on the roadmap for the second phase as a historic agreement.
Demands for Humanitarian Protection
The mediating nations have renewed calls for the full protection of humanitarian personnel, medical facilities, and civilians. They are demanding guarantees for the unhindered delivery of medical supplies and humanitarian assistance throughout the Gaza Strip.
