The shooting occurred around 7:15 a.m. on Monday at the intersection of Pool and Hill streets in Biddeford. Witnesses described a white Kia sedan moving erratically through the intersection before federal agents in vests intervened. According to the Portland Press Herald, local resident Daniel Boucher witnessed the aftermath, observing agents pull the driver from the vehicle. The man, later identified by immigrant advocacy groups as 26-year-old Joan Sebastian Guerrero, was bleeding from the head and appeared to die at the scene.
Accounts regarding the moments leading up to the gunfire vary among residents. While some witnesses reported hearing commands, others stated the encounter escalated without warning. Em Akerley, who lives in an apartment overlooking the intersection, told BostonGlobe.com she did not hear yelling before the shots. Another witness, Lucas Scott, reported seeing an agent with a weapon drawn yelling at the driver before firing approximately four shots.

Angus King stated he spoke with Markwayne Mullin, secretary of the U.S. Department of Homeland Security, who confirmed that Guerrero was not the intended target of the arrest warrant. Boucher, who watched the scene unfold from his home, expressed skepticism regarding future federal investigations, telling the Portland Press Herald he does not plan to speak with federal agents because he believes they’ll sweep this under the rug like they have so many times before. Other residents noted the delay in medical assistance, with Akerley reporting that it took more than 10 minutes for an ambulance to arrive, leaving the victim in the street.
