FIFA President Gianni Infantino is defending a controversial plan to open World Cup commercial rights to private investors through a new vehicle called FIFA Forward Enterprise (FFE). The proposal has sparked backlash from UEFA and other football federations, while Infantino simultaneously faces scrutiny over ethical violations regarding political neutrality following the 2026 World Cup.
The international football community is currently locked in a standoff over the future of the World Cup’s commercial structure. These included visa denials for the Iranian delegation and ticket prices that triggered official investigations by the attorneys general of New York and New Jersey.
The most explosive incident involved U.S. striker Folarin Balogun. After receiving a direct red card in the round of 16 against Bosnia and Herzegovina, Balogun faced an automatic suspension for the match against Belgium. However, the disciplinary committee suddenly nullified the ban, allowing him to play. This decision followed a telephone conversation between President Donald Trump and Infantino.
The fallout from the Balogun decision has moved beyond the pitch. The human rights organization FairSquare has filed a formal complaint with the International Olympic Committee (IOC), alleging that Infantino breached regulations on political neutrality. FairSquare claims five distinct violations of IOC rules and two additional serious infractions, specifically citing the management of the Balogun case.
Political Neutrality and the IOC Complaint
The allegations against Infantino suggest a pattern of disregarding the Olympic Charter since he joined as a member in 2020. The lack of transparency surrounding the Balogun ruling has further fueled the fire; disciplinary committee chairman Mohammad Al Kamali issued the decision to lift the suspension unilaterally, despite no public record of him serving as the sole arbiter in previous cases.

While UEFA President Alexander Ceferin is viewed as the most viable challenger, he has reportedly shown little interest in competing directly against Infantino and is likely to remain in his current position next spring. Nevertheless, the combined pressure from the FairSquare IOC complaint, the Norwegian football federation’s call for an ethics probe, and a letter from 50 members of the European Parliament suggests that Infantino’s path to a third term is no longer clear.
The immediate next step for the commercial dispute will be the UEFA members’ meeting to determine a joint position on the FFE proposal, while the IOC’s response to the political neutrality complaint remains the primary legal threat to Infantino’s standing.
