Govt outlines strategy to expand digital infrastructure

Indonesia’s Communication and Digital Ministry has unveiled a strategic roadmap to accelerate digital infrastructure expansion by 2029, prioritizing widespread fiberization and the implementation of open access principles.

  • Fiber Optic Coverage: Projected to reach 90% per sub-district by 2029.
  • Broadband Penetration: Targeted to increase to 50% from 20.83% by 2029.
  • Connection Speeds: Fixed broadband speeds are expected to reach 100 Mbps.

Strategic Priorities for Digital Infrastructure Expansion

Mulyadi, the ministry’s director of digital infrastructure acceleration, stated that fiberization is the primary priority. He noted that fiber optic networks are essential for sustainable services, specifically for fixed and mobile broadband and 5G backhaul.

The government aims to increase fiber optic coverage per sub-district to 90% by 2029, a significant rise from the 72.5% projected for 2025. This growth is expected to push fixed broadband penetration to 50% by 2029.

Additionally, the ministry expects fiberization to drive fixed broadband speeds to 100 Mbps by 2029, up from 32.1 Mbps in 2025.

Infrastructure Management and Regulation

The ministry’s second strategy involves structuring passive and active digital infrastructure. This includes the development of shared poles, integrated utility networks (SJUT), and other supporting facilities.

To improve cost transparency and industry competition, the ministry highlighted the role of the Association of Telecommunication Network Providers (APJATEL) in managing shared infrastructure.

Efforts are also underway to harmonize regional regulations to ensure local infrastructure development aligns with national targets.

Adopting Open Access Principles

The ministry is promoting open access principles to broaden connectivity. This system separates physical network infrastructure from service providers, enabling multiple providers to utilize the same infrastructure.

“By encouraging fair, transparent, and non-discriminatory access to passive infrastructure, we can reduce costs and improve competition,” Mulyadi said.
