A contract to modernize Greece’s air traffic control communication system has been stalled for seven years, raising safety concerns and prompting scrutiny following recent flight disruptions. The 4.7-million-euro project, signed in April 2019, was intended to be completed by September 2021 but remains unfinished.
Delayed Modernization of Greek Air Traffic Control
The agreement, known as Contract 03/2019, covers the procurement of a voice communication and recording system (VCRS) for the Hellenic Civil Aviation Authority. The system was to be installed at the Athens-Macedonia Area Control Center and at relay stations.
Officials say the system is essential for Greece’s compliance with European Union law and for interoperability with the TopSky ATC One air traffic control platform, which is also incomplete. A former government official stated the existing system was outdated, citing instances where it failed to record unique flight numbers within Greek airspace, leading to safety concerns and lost fees.
The Transport Ministry has attributed the delays to force majeure linked to the pandemic, technical complexity, and coordination needs with other projects. Disagreements between oversight committees of controllers and safety engineers over specifications, as well as questions regarding post-installation support, have also contributed to the holdup.
In November 2022, the Civil Aviation Authority sought to amend the contract, 14 months past the original deadline. Then-minister Kostas Karamanlis rejected the request due to legal requirements. Officials opted not to declare the contractor in default to avoid further delays.
Following a shift in oversight after the 2023 Tempe rail disaster and subsequent elections, legal advisors recommended declaring the contractor in default. However, the State Legal Council advised that the contract had not lapsed because material specifications were to be determined later.
A revised committee was formed in December 2024, and a restart was announced in April 2025. The Court of Audit rejected the amendment in October, ruling that a non-active contract cannot be modified.
