Hong Kong Launches AI for All Inclusive Programme to Boost Public Literacy

Hong Kong officially launched the AI for All Inclusive Programme on July 29, 2026. Spearheaded by Secretary for Innovation, Technology and Industry Sun Dong, the initiative coordinates three public agencies to bring artificial intelligence literacy, practical workshops, and community access directly to students, families, seniors, and minority groups.

Artificial intelligence has quickly transformed from a specialized corporate tool into an essential pillar of modern core competitiveness. On July 29, 2026, the Hong Kong government and key public institutions formally initiated a major push to ensure the city’s broader population is not left behind in the digital shift. The initiative directly aligns with national strategies emphasizing the expansion of artificial intelligence applications across society.

Launch of the AI for All Inclusive Programme at Cyberport Phase Five

Innovation, Technology and Industry Bureau chief Sun Dong presided over the opening ceremony alongside Cyberport Chairman Simon Chan and Chief Executive Officer Dr. Rocky Cheng.

By combining the resources of tech companies, academic institutions, and social welfare organizations, the programme aims to reach diverse demographic groups through layered coordination. Sun Dong noted during the opening address that elevating public understanding of artificial intelligence is vital for driving comprehensive technological development across the region.

Targeting Grassroots Communities, Students, and Ethnic Minorities

Rather than focusing solely on enterprise solutions, the programme targets basic digital inclusion. Cyberport specifically focuses on foundational popularization, extending support to students, parents, elderly residents, and disadvantaged communities. Innovation, Technology and Industry Bureau chief Sun Dong stated that the “AI for All” Inclusive Programme aims to popularize and enhance public understanding of artificial intelligence, cultivate artificial intelligence literacy, promote a culture of responsible artificial intelligence use, achieve digital inclusion, and allow all citizens of Hong Kong to share in the dividends of the artificial intelligence era. The opening event featured more than 15 interactive artificial intelligence booths demonstrating how digital applications can integrate into daily routines.

To ensure inclusiveness, the launch event welcomed members of the ethnic minority community. Sun Dong addressed them directly during the ceremony, stating that he offered a very warm welcome to their friends from the ethnic minority community, noting that artificial intelligence is a universal language and their vision is to build a truly inclusive digital society where no one is left behind, while encouraging them to actively participate in the AI for All Inclusive Programme to acquire essential AI skills and unlock new opportunities.

The strategic framework of the initiative relies on three primary action plans:

  • Universal AI Experience and Social Inclusion: Engaging communities through AI carnivals, interactive activities, and tailored workshops organized alongside non-profit groups, social enterprises, and volunteers to support grassroots populations, women, minorities, disabled individuals, and senior citizens.
  • Comprehensive AI Literacy and Digital Safety: Cultivating critical thinking and foundational internet safety skills—such as identifying counterfeit websites and protecting personal data—through structured training courses covering basic principles, ethical issues, and societal impacts.
  • Talent Development: Implementing tiered cultivation schemes through the Cyberport Academy, offering tailored training courses and competitions for students, professional development programs for teachers, and cross-sector exchange tours with community organizations.

Interactive Exhibits and Practical Innovation at the Experience Day

The experience day accompanying the launch showcased various local innovation and technology social enterprises and technology companies deploying AI for practical social good. For instance, the local social enterprise AESIR integrated movement-based gaming into senior care facilities. Outdoor and court sports project manager Liang Honghui explained that traditional video-led exercises can feel unengaging, prompting their team to introduce the MetArena platform to elderly homes.

Using a smart device equipped with a front-facing camera, seniors can play soccer, baseball, and other interactive games. The built-in artificial intelligence tracks user body movements and joint angles in real time, gathering objective digital health data for physical therapists. The platform is currently running trials across Hong Kong and international nursing homes, with future plans to support multi-device networking so local seniors can exercise alongside international peers.

Another participating firm, Peanut King Solution Limited, addressed local education challenges by launching the Stroke Dojos platform. Company director Guo Tingxuan noted that the interactive gaming tool helps students master Chinese character stroke orders and meanings. The software includes a control interface allowing teachers to instantly dispatch vocabulary words to student tablets and generate physical worksheets, reducing lesson preparation pressure for educators unfamiliar with new technology. The platform’s built-in large model analyzes writing speed, stroke fluency, and precision to evaluate learning outcomes. Following its June launch, the tool has been trialed by two to three primary and secondary schools, with plans to expand semantic elements to support ethnic minorities and special educational needs (SEN) students.

Expanding Infrastructure at Cyberport Phase Five

The launch event also highlighted physical infrastructure developments supporting the regional technology ecosystem. Sun Dong remarked that numerous technology companies have steadily moved into Cyberport Phase Five. He emphasized that the completion of Phase Five will further elevate Hong Kong’s carrying capacity in artificial intelligence, big data, and digital technology fields, providing technology enterprises with more diversified research, development, and collaboration spaces.

These developments run parallel to ongoing property technology initiatives within the region. For example, the Hong Kong Housing Society (HKHS) and Cyberport recently marked the conclusion of the second phase of their PropTech Proof-of-Concept Programme at the Smart-Space PropTech shared workspace. HKHS Chairman Ling Ka-chiun and Cyberport Chairman Simon Chan presided over an event showcasing 14 startups that completed 18 months of research and development, during which participants conducted over 20 field tests across HKHS rental estates. A third batch of 11 startups officially moved into the workspace to commence new testing cycles, bringing the cumulative total of participating companies to approximately 40.
