Japan has downgraded the description of China in its 2026 Diplomatic Bluebook, signaling strained Japan-China relations following remarks regarding a potential conflict over Taiwan.
- Status Change: China is now described as an “important neighbouring country,” downgraded from “one of the most important bilateral relations” in 2025.

Shift in Diplomatic Status
The annual report, submitted by Foreign Minister Toshimitsu Motegi at a Cabinet meeting, reflects a dip in diplomatic ties. The change follows parliamentary comments made in November by Prime Minister Sanae Takaichi.
Ms. Takaichi stated that a Chinese attack on Taiwan could constitute a survival-threatening situation for Japan, potentially prompting a response from the country’s Self-Defense Forces (SDF).
China continues to claim the self-ruled island of Taiwan as a renegade province and maintains that the Taiwan issue is an internal matter.
Rising Security Tensions
The report reviews foreign policy developments from January to December 2025. It notes that China has intensified “unilateral criticism and coercive measures” against Japan.
Specific incidents cited include the use of radar illumination by Chinese military aircraft targeting SDF planes and the implementation of export restrictions on dual-use items to Japan.
Despite these tensions, the document stresses that Tokyo has not closed the door to engagement and remains open to dialogue with Beijing.
Regional and Global Security
The Diplomatic Bluebook underscored the urgency of de-escalating the US-Israel war with Iran. It noted that energy security and regional stability are vital for Japan and reaffirmed that Tehran cannot develop nuclear weapons.
Japan also reaffirmed its commitment to the free and open Indo-Pacific initiative, which is now in its 10th year, amid a severe global security climate.
Other highlighted security concerns include North Korea’s nuclear and missile programs, as well as expanding military cooperation between Russia and North Korea.
Additionally, the report featured diplomatic efforts regarding the ninth Tokyo International Conference on African Development in Yokohama and the World Exposition in Osaka.
