Data center developers in Britain could soon face substantial upfront costs to secure their places in the national electricity network queue. Under new measures proposed by Ofgem, developers would pay a refundable fee ranging from £237,500 to £712,500 per megawatt. For a facility seeking 1 gigawatt of power, the requirement means tying up hundreds of millions of pounds before construction even begins, though the deposit is returned if the project is successfully completed.
The regulatory push responds to an extraordinary surge in connection requests as technology companies race to build infrastructure for artificial intelligence. According to the British energy regulator, electricity capacity requested by pending projects jumped from 41 gigawatts to 125 gigawatts over the past year. That demand eclipses Britain’s 2025 peak electricity demand of approximately 46 gigawatts—more than doubling the load on the grid.
Ofgem opened a consultation on the deposit requirements that runs until September 16. In addition to the financial barrier, the proposed rules require developers to hit key project milestones to maintain their spot in the queue.
Grid Strain and Resource Pressures Across the Atlantic
Similar pressures are playing out across the United States, where an intense heatwave is testing power grids and water supplies while intensifying public debate over data center expansion. Utilities and regulators warn that construction speeds are outstripping infrastructure capacity. Power providers note that electricity demand is rising for the first time in decades, driven by data centers, electric transportation, and new manufacturing facilities.
The strain has forced utilities to delay the retirement of older power plants while accelerating investments in new generation and transmission lines. Real-world impacts are already reaching utility customers. Earlier this year, roughly 50,000 California customers near Lake Tahoe were directed to find alternative power providers due to surging data center consumption. In Henrico County, Virginia—which houses 37 data centers—officials asked local schools to limit power usage during periods of high grid demand.
Public pushback against the facilities is mounting. Across the United States, 7 in 10 Americans oppose data center construction in their local communities, with half citing excessive resource consumption as their primary concern, according to a recent Gallup survey cited by aljazeera.com. Political figures have responded with divergent proposals, ranging from calls for construction moratoriums from progressive lawmakers to Texas Governor Greg Abbott proposing a ban on rural data center construction and requiring facilities to generate their own power and reuse water.
Emergency Protocols and Environmental Realities
The intersection of extreme weather and intense digital infrastructure loads has prompted emergency measures. On the East Coast, PJM Interconnection—the nation’s largest power grid operator, serving 13 states and Washington, DC—asked the U.S. Department of Energy to order data centers to switch to backup generators within 15 minutes of an emergency signal. The operator argued the step would preserve sufficient electricity for residential and commercial users as a heat dome pushed feel-like temperatures past 38.9 Celsius (104 Fahrenheit) in Washington and 37.7 Celsius (100 Fahrenheit) in New York.
Environmental concerns center on both power and water. Data centers account for 4 percent of U.S. power demand, a figure projected to reach 9 percent by 2030, according to the U.S. Department of Energy. Cooling systems alone consume up to 40 percent of a facility’s electricity during normal weather, with usage climbing as external temperatures rise.

Geographic concentration remains high. Pew Research data shows that 38 percent of Americans live within five miles of one of the 3,000 operational data centers in the U.S., with the majority located in the South and Midwest. Virginia leads the nation with 398 operational facilities and another 287 planned. Beyond regional grid impacts, research from the University of Cambridge indicates that individual facilities create local heat islands, raising temperatures by an average of 2 degrees Celsius (3.6 degrees Fahrenheit) and up to 9.2 degrees Celsius (16.3 degrees Fahrenheit) in their immediate vicinity.
